This study analyzed the changes and causes in the expenditure policies of major OECD countries that performed active fiscal restructuring before and after the global economic crisis using ANOVA and BOXPLOT. As a result of the analysis, the sector that showed the greatest variation in the share of expenditure is social security and welfare, and the share of expenditure on health areas has steadily increased. Countries such as Germany, Britain and the United States have shown a downward trend in social security and health spending and a stable trend since the global economic crisis was resolved to some extent. On the other hand, the share of health spending remained mostly in countries with policy priorities for strengthening fiscal soundness. The continued increase in the share of health spending as a result of the development of the aging population is considered a major factor affecting the fiscal soundness in the future.

본 연구에서는 글로벌 경제위기 전후 기간에 적극적인 세출구조조정을 수행한 주요 OECD 국가(영국, 독일, 미국, 프랑스 등)의 재원배분에 대해 분산분석(ANOVA)과 BOXPLOT 분석을 실시하여 이들 국가의 세출정책의 변화와 원인을 체계적으로 분석하였다. 분석 결과, 정부 총지출 대비 분야별 세출항목 비중 중 가장 큰 변화를 보인 분야는 사회보장 및 복지였으며, 특히 보건 분야 지출 비중은 지속적으로 증가해왔다. 특히 재정건전성에 정책 우선순위를 두었던 기간에는 사회보장 및 복지 분야의 지출 비중이 감소하였다. 즉, 독일, 영국, 미국 등과 같이 재정건전성을 강화시키고자 한 나라들은 글로벌 경제위기가 어느 정도 해결된 시점에서부터 사회보장 및 보건 지출 비중이 감소하거나 안정적인 추세를 보였다. 그 반면에 보건지출 비중은 재정건전성 강화에 정책적 우선순위를 두고 있는 나라들에서도 대부분 증가세가 유지되었다. 인구 고령화의 진전에 따른 보건지출 비중의 계속적인 증가는 향후 재정건전성을 해치는 큰 요인으로 판단된다. 사회보장 및 복지, 보건 분야 지출과 비교적 큰 음의 상관관계를 보인 분야는 일반공공행정, 국방, 경제, 교육 등인 것으로 나타났는데, 사회보장 및 복지, 보건이 증가할 때 주요 국가들에서는 이들 분야 지출 비중이 감소한 것으로 분석되었다.
