Urban regeneration projects in Korea are currently executed by government and Seoul area, considered to be the speculation-ridden areas, are actually excluded from urban regeneration project plans somehow. This phenomenon of Korea prefectly opposes that of Japan, in which its initial urban regeneration projects were taken place in Tokyo Metropolitan Area. Another opposing notion is that these projects were actually executed by private parties, in fact. Accordingly, this study may become useful in finding directions and means of future urban regeneration projects of Seoul by scrutinizing Japanese case study, especially those executed by private parties. Thus, after identifying such research needs, this study aims (1) to examine the business model structure of urban regeneration projects driven by private parties, and (2) to provide the implementation means of urban regeneration projects driven by private parties, in order to suggest the general guidance of urban regeneration project of Seoul.

현재 한국의 도시재생사업은 전적으로 정부주도로 이루어지고 있는 상황이며, 이 중 투기과열이 우려되는 서울지역은 그 사업대상에서 전적으로 배제되고 있는 실정이다. 이는 일본이 도쿄지역을 중심으로 한 대도시 지역을 중심으로 초기의 도시재생사업이 진행했다는 점과 크게 상반되는 현상이다. 또한 이러한 지역의 도시재생사업이 민간이 주축이 되어 이루어지고 있다는 점도 한국과는 크게 차이를 보이고 있다. 따라서 현시점에서 일본의 도쿄를 중심으로 한 대도시 지역의 도시재생사업인 “민간활력을 중심으로 한 도시재생사업”에 대한 연구는 향후 서울의 도시재생사업의 방향과 사업방식을 모색하는데 의미가 있다고 생각된다. 본 연구는 이러한 연구의 필요성을 배경으로 첫째, 민간활력을 중심으로 한 도시재생사업의 구조를 고찰하고, 둘째, 민간활력을 중심으로 한 도시재생사업의 추진방식을 분석하여 한국의 서울지역 도시재생 사업방식에 대한 방향성을 제시하고자 한다.
