This study explores the direction of textbook policy by analyzing the effects of teaching and learning materials use. In order to measure the effects of teaching and learning materials use, data of the Seoul Education Longitudinal Study were analyzed. The results of the study are as follows: First, the supplementary learning materials are used frequently, and the purchasing cost of supplementary learning materials is high. Second, the purchasing cost for EBS books is proven statistically significant through multiple regression, and it has positive effect on Academic Achievement. Also, the purchasing cost of EBS books has direct and indirect effects on academic achievement through study-time. Third, the purchasing cost for EBS books is related household income and the parental levels of education. Therefore, textbook policy should be established so that textbooks do not act as a gap in educational opportunities.

본 연구는 교수·학습자료의 사용 실태 및 효과에 기반하여 교과서정책의 방향을 탐색하고자 한다. 연구 분석 결과로부터 내린 결론은 다음과 같다. 첫째, 학생 및 교사들은 교과서 이외의 교수·학습자료 사용 빈도가 높고, 학생들의 학습부교재 구입 권수와 비용이 많은 것으로 나타났다. 둘째, 영어학업성취도 회귀분석 결과, EBS교재구입비용 변수는 통계적으로 유의하며, 정적인 영향력을 나타냈다. 또한 EBS교재구입비용은 개인 학습시간을 거쳐 학업성취도에 직·간접적으로 정적인 효과를 나타냈다. 셋째, 가정배경에 따른 1년간 EBS교재구입비용이 통계적으로 유의한 것으로 나타났다. 따라서 학생들이 학습의 결과를 측정하는 시험을 준비함에 있어 교과서가 교육기회의 격차 요인으로 작용하지 않도록 교과서정책이 수립되어야 할 것이다.
