So far, research on creativity has focused on individual perception, disposition, and knowledge, but research on creativity at organizational level is relatively rare. Creativity is expressed at the individual level as well as at the organization level. Since the creativity of an individual is high, the creativity of the organization is not necessarily high, and the internal factors such as learning culture, corporate culture, operating method, and business process in the organization also affect the creativity of the organization. In this study, we focus on organizational change among factors influencing organizational creativity. In particular, organizational change was classified into organizational change and operational change, and it was studied whether each type of change had different effects on organizational creativity. Structural change is the change of organization through simplification of hierarchy, emphasis on autonomous consensus, change to horizontal relation, delegation of authority. On the other hand, change of operational aspects is to change the human resource management system centering on the human and capability through changing the role of managers, performance management criteria, job rotation etc. Creativity can be developed at organizational level as well as individual level. This study focused on organizational change as a critical element of organizational creativity. Especially, this study divided organizational change into structural and operational change and investigated if two types of changes have different impacts on organizational creativity. To do this, we used the 2011 Human Capital Corporate Panel(HCCP) data collected by Korea Research Institute for Vocational Education and Training, and 2015 patent data to measure organizational creativity. Using 341 company survey data, we found that variables for both structural change and operational change had significant effects on the number of patent applications. Organizational creativity, which is a dependent variable, was measured by the number of patent applications, and independent variables were measured by the items included in the questionnaire surveyed by the Korea Vocational Training Center. As a result, among the structural changes, the change in the way of performing work, and the change in working style and manpower placement among the operational changes had a significant effect on the number of patent applications used to measure organizational creativity. We found that only the way we do business was significant. This study provides some implications. First, we focused on the creativity of the organization by expanding the research on creativity focusing on the personal level. Second, the effect of structural change on organizational creativity was positive only when the change of work performance was introduced. This change means that it is effective for organizations to induce mid to long term organizational change rather than short term outcomes. Third, the changes in the workplace behavior and the changeover of the operational change had a significant positive impact on the number of patent applications. This suggests that creativity can be improved at the organizational level without changing the structure in the organization. The results of this study demonstrate empirically that organizational change is related to organizational creativity promotion, but there is a limit to the need to develop a means to measure objectivity more creatively by relying on the number of patent applications. In addition, if the study is conducted using a single year’s questionnaire and the number of patent applications for a single year after four years, the study of whether changes in organizational management have a different effect on organizational creativity over time, can be derived. Finally, if there is detailed information about what degree of organization has changed through what kind of system, the effect on organizational creativity will be more sophisticated.

지금까지의 창의성 관련 연구들은 개인 수준의 지각과 성향, 지식 등에 초점이 맞춰져 있으나 조직 수준에서의 창의성 관련 연구는 상대적으로 희소하다. 창의성은 개인 수준에서 발현될 뿐 아니라 조직 수준에서도 발현된다. 개인의 창의성이 높다고 하여 반드시 팀의 창의성도 높은 수준이 되는 것은 아니며, 조직 내 학습문화, 기업문화, 운영방식, 업무 프로세스 등의 내적 요소들도 조직 창의성에 영향을 미친다. 본 연구에서는 조직 창의성에 영향을 미치는 요인 중 조직 변화에 초점을 맞추었다. 특히 조직 변화를 구조적 변화와 운영적 변화로 분류하여 각 형태의 변화가 조직 창의성에 차별적으로 영향을 미치는가에 대해 조사하였다. 구조적 변화는 계층의 간소화, 자율적 합의 중시, 수평적 관계로의 변화, 권한 위양 등을 통해 조직을 변화시키는 것이다. 이에 반해 운영적 측면의 변화는 관리자의 역할 변화, 평가 보상기준의 변화, 순환보직과 같이 구조 안에서 직능과 사람을 중심으로 하는 인적관리 시스템의 변화를 말한다. 이를 위해 한국직업능력개발원이 수집한 2011년도 인적자본기업패널자료와 2015년 특허데이터를 사용하였다. 총 500개의 설문 응답지 중 본 연구와 관련이 있는 341개의 응답지를 이용하여 분석하였다. 종속변수인 조직 창의성은 특허출원건수로 측정하였으며, 독립변수는 한국직업능력개발원이 조사하는 설문에 포함된 문항으로 측정하였다. 그 결과 구조적 변화 중에서는 업무수행방식 변경이, 운영적 변화 중에서는 근무형태와 인력배치의 변경이 조직 창의성을 측정하기 위해 사용한 특허출원건수에 유의한 영향을 미쳤으며, 모든 변수가 포함된 모델에서는 업무수행방식만이 유의성을 유지했음을 발견했다. 본 연구는 몇 가지 시사점을 제공한다. 첫째 개인 수준 위주의 창의성 연구를 확장하여 조직의 창의성에 관심을 두었다. 둘째, 업무수행방식의 변화를 도입한 경우에만 구조적 변화가 조직 창의성에 미치는 영향이 긍정적으로 나타났다. 이런 변화는 조직이 단기성과보다는 중장기적인 조직 변화를 유도하는 것이 효과적이라는 것을 의미한다. 셋째, 운영적 변화 중 근무행태와 전환배치의 변경은 모두 특허출원건수에 유의한 긍정적 영향을 미쳤다. 이는 조직에서 구조를 변화시키지 않더라도 조직 수준에서 창의성을 향상시킬 수 있다는 것을 시사한다. 본 연구결과는 조직의 구조적 변화가 조직 창의성 증진과 관련이 있다는 것을 실증적으로 밝혔으나 조직 창의성을 특허출원건수에 의존함으로써 좀 더 다양하게 객관적으로 측정할 수 있는 수단이 개발되어야 한다는 한계점이 있다. 또한 본 연구가 단일 연도의 설문과 4년 후의 단일 연도 특허출원건수를 사용하여 수행됨으로써 조직운영의 변화가 시간의 흐름에 따라 조직 창의성에 상이한 영향을 미치는가에 대한 연구도 이루어지면 더욱 의미 있는 연구 결과를 도출 할 수 있을 것이다. 마지막으로 구체적으로 어떤 제도를 통해 어느 정도의 수준으로 조직을 변화시켰는지에 대한 세부 정보가 있다면 조직 창의성에 미치는 효과에 대해 더욱 정교하게 측정할 수 있을 것이다.
