This research is an attempt to investigate whether the Korean crime statistics collected by the police are downplayed and, if so, why. Survey data were collected from 245 police sergeants in a police academy. Results revealed that the underreporting crimes were not uncommon. Crime hiding was particularly frequent when the police initially uncovered the crime and when the crime was not serious in nature. More importantly, results revealed that officers underreported crimes mostly because they expected a poor work evaluation and because they thought underreporting was a general practice. In addition, the sergeants indicated that in order to rectify the underreporting, it was needed to eliminate punishments that may be imposed on the officers and the departments they worked for when they reported all the crimes known to the police. Given the centralized Korean police system, it was suggested that the commissioner general of the Korean police should take the initiative to reform the crime statistics.

이 연구는 경찰의 범죄사건 발생통계와 검거통계가 잘못되어 있다는 문제인식 하에서 한국경찰의 범죄통계가 얼마나 조작되어 있으며, 그런 경찰의 통계유지 행태의 원인이 무엇인지를 살펴보는 것을 목표로 하였다. 경사급 경찰관 245명에 대한 설문결과, 경찰의 범죄사건 묵살 행태는 분명히 존재한다는 것으로 나타났고, 그 중에서도 시민들이 신고한 사건보다는 신고외의 경로로 알게된 사건, 심각한 범죄사건보다는 경미한 사건을 중심으로 정식으로 보고하지 않는 관행이 많은 것으로 나타났다. 더욱 중요한 것은, 일선 경찰관들은 이러한 관행이 제대로 범죄발생보고를 했을 때 본인과 소속 기관이 제대로 근무를 하지 않는 것으로 평가되는 시스템과 통계조작이 관행처럼 내려왔기 때문이라고 생각하고 있으며, 앞으로 이러한 행태개선을 위해서 무엇보다도 범죄사건 보고를 이용하여 개인과 기관에 대한 불이익을 주는 것을 금지해야 한다고 응답한 것이다. 즉, 현재는 일선 경찰관들이 제대로 범죄사건을 보고하고 싶어도 불이익 때문에 할 수 없는 체제인 것이다. 따라서 중앙집권적 경찰조직의 특성상 경찰통계의 정상화는 한두 명의 중간지휘자의 노력으로는 해결하기 힘들고, 향후 경찰청장이 직접 나서서 경찰전체의 통계관리행태를 개선시키도록 노력해야 한다
