The 2nd Joseon Educational Decree began to be implemented, when the military reign changed to the cultural reign as Joseon people rebelled against and resisted the Japanese colonial policy following the March Independence Movement, and when the reconciliatory reign began subsequently to be implemented. This paper examined a change between the 2nd Joseon Educational Decree and the previous educational policy(1st Joseon Educational Decree). And, the Joseon Educational Decree, which was partially amended in 1929 from the 2nd Joseon Educational Decree, was examined along with the amended items. The big difference was found in the educational system, and subsequently, examined was a change in the number of schools, and students, and teachers, as well as Confucian village schools, and then elementary school education and its background.

第二次朝鮮教育令が施行された時期は、3･1独立運動が起こり、朝鮮民族が日本植民地主義等の政策遂行に反発･抵抗したことで、従来の武断統治から文化統治に変わった時期でもあり、それにともなう融和的な統治を取り入れた時代でもあった。 本稿では、第二次朝鮮教育令の内容を以前の教育政策(第一次朝鮮教育令)との比較を通して、第二次朝鮮教育令とではどのような変化があったのかについて確認することとした。それに加えて、1929年に第二次朝鮮教育令を基盤に一部改定された第二次朝鮮教育令の改定版の内容についても提示し、改定された項目などをとりあげた。これらの比較からも特に違いが見られたのは教育制度で、それによる学校や生徒･教師数の変動、またそれらを語る際にキーポイントともなる書堂に関しても注目し、当時の初等教育とその背景を窺った。
