The elements of autonomous police system are decentralization, participation and neutralization. It's belong to local government to have the right of personnel management, finance and organization in the attributions of decentralization. Of all the attributions the right of self-personnel management is the most sensitive. From now on, When the autonomous police system will be establish and settle down into the whole country, local police agency try to have the right of self-personnel management. If each of local government have the right of self-personnel management, and also each of local government can make the selection examination of Police Officers. As the case may be creatable some problems about fairness and confidence in the selection examination management of police officers. When autonomous police system start in local government, it is a probability to operate arbitrarily selection system of police officers by local governor or a local public service employee. In this regard, the purpose of this study is to suggest plans to ensure of fairness and confidence in selection examination management of Police Officers to provide for the day of Autonomous Police System.

지방자치의 요소인 분권화와 참여, 중립화에서 분권화에 해당하는 속성으로서 자치단체의 공무원의 인사권과 재정권, 조직권 등을 들 수 있는데 이중 가장 민감한 부분이 자치인사권이라고 할 수 있다. 앞으로 자치경찰제도가 확립 및 정착되면 자치경찰청으로서는 자치인사권을 행사하려고 할 것이다. 만약 자치단체별로 자치인사권을 행사하게 된다면 경찰공무원의 채용시험 또한 자치단체별 시행하게 될 수도 있어 선발시험관리의 공정성과 신뢰성에 문제가 대두될 수 있다. 이러한 점에서 본 연구는 자치경찰제가 시행될 때, 자치의 속성상 자치단체가 경찰인사권을 가질 수도 있다는 점에서 경찰공무원의 선발이 자치단체장이나 지방공무원에 의해 자의적으로 운용될 수도 있다는 개연성에서 경찰공무원의 선발시험출제와 관리의 공정성과 신뢰성을 확보하기 위한 방안을 마련할 것을 제안한다. 또한 현재의 국가경찰공무원의 선발시험관리에도 공정성과 신뢰성을 보완할 필요가 있다는 점을 함께 강조하고자 하였다.
