This study is to call for the needs and imperfections of the law related to exhibition and convention industries. By focusing on the infrastructure which is important for the development of the MICE industry. Generally, Korean MICE industry is managed and devided into two big industries. One is the exhibition industry which covers exhibitions and fairs, and the other is the convention industry which covers conference, tourism, and conventions. The general idea of these two big industries seem to be organically linked. However they follow different legal system and organizations. Thus, the actual state of these industries is that they can not interact well enough. In order to examine the legal systems of these two industries, we need to analyse the 'Act on Development of Exhibition Industry' and the ‘International Conference Industry Promotion Act.’ And then analyse the five local governments’ (Gyeonggi, Goyang, Busan, Incheon, Daegu) MICE related law to suggest the necessity of the infrastructure construction for MICE industry development. In conclusion, this study aims to contribute to the academic research by studying the legal system that has been lacking in the academic research of the MICE industry. Also, the current situation of the lack of legal support of the central and the local government is presented, which will help the development of the MICE policy. However, in order to enhance the recognition of the MICE related laws and regulations in the future, efforts will be needed to improve the interest of legal system of industry stakeholders and local citizens.

본 연구는 MICE 산업의 발전을 위해 필요한 인프라 시설을 중점으로 전시산업과 컨벤션산업의 법적 체계의 현황을 분석하여 미비점과 그 필요성에 대해 살펴보고, 정부 및 지방자치단체의 MICE 정책수립을 위한 기초적인 시사점을 주고자 하는 연구이다. 일반적으로 한국의 MICE 산업은 두 개의 큰 산업으로 나누어져서 관리되어오고 있다. 하나는 전시산업이며 전시, 박람회 등 관련 산업만을 다루고 나머지는 컨벤션산업으로서 회의, 관광, 컨벤션 등 관련 산업을 포괄적으로 다루고 있다. 사회에서는 두 개의 큰 산업을 MICE 산업으로 보아 유기적으로 연계되어있는 것처럼 보이지만 사실 두 산업은 각각 다른 법적 체계를 따르며 관련 기관들 또한 달라 유기적인 협력이 어려운 실정이다. 이러한 문제점들에 기반하여 먼저 두 산업의 법적 지원체계를 알아보고자 중앙정부의 법률 ‘전시산업발전법’과 ‘국제회의육성에 관한 법률’을 분석해보고 지방자치단체(경기도, 고양시, 부산시, 인천시, 대구시)의 전시컨벤션 관련 법률의 현황을 찾아 분석하여 MICE 산업 발전에 필요한 인프라 시설 구축과 관련된 조항의 유무를 살펴보고, 인프라 지원 법적 지원 체계에 대한 필요성을 제시하고자 한다. 본 연구는 그동안 전시컨벤션산업의 학술적 연구에서 관심이 부족했던 법률체계에 관한 연구를 진행함으로써 학문적, 정책적 시사점을 주고자 작성되었다. 특히 중앙정부와 지방자치단체의 미비한 법적 지원 현황과 필요성에 대하여 그 차이점을 제시함으로써 정부 및 지방자치단체의 정책수립에 단초를 제공하고자 한다. 향후 법률 개선을 위해서는 업계의 이해관계자들 및 지역시민들의 법적 체계와 산업 지원에 관한 관심이 향상될 수 있도록 보다 심층적인 연구가 필요하다.
