This study first review the evaluation method for the expert and then do the case study for the expert(PM, program manager) in national research foundation of korea(NRF). First, the evaluation on expert performed by NRF shows the mixed model of objective oriented evaluation and formative evaluation. Second, NRF chose consumer oriented approach and responsive approach. Then, it focuses on how to the extent the expert responses to the consumer. Third, the objective of the evaluation on expert assesses expertise, equity, and responsibility. Fourth, NRF emphasizes the evaluation of individual capability for the expert. Finally, the evaluation of expert performed by NRF shows the general evaluation model, trying to include all evaluation model and method. Also, it limits the study about necessity of expert evaluation and the consistency of evaluation method index.

본 연구는 연구관리 전문기관에서 도입 확산되고 있는 전문가(Program Manager) 평가방법과 접근에 대해 한국연구재단의 운영 사례를 통해 바람직한 전문가 평가의 발전방향을 모색하는데 있다. 한국연구재단의 전문가에 대한 평가는 첫째, 목적달성 평가모형과 과정평가 접근방법이 혼재된 유형이다. 둘째, 고객지향적 접근방법과 반응적 접근방법을 선택하고 있으며 전문가의 업무수행과정에 대해 조직 내․외부의 이해관계자의 기대와 수요를 얼마나 만족시키는가에 평가의 초점을 두고 있다. 셋째, 전문가에 대한 평가의 목적은 전문성과 공정성, 책임성을 점검하면서 그 평가 결과를 서열화 하고 있다. 넷째 한국연구재단은 전문가 개인의 역량평가에 초점을 두고 있다. 결론적으로 한국연구재단의 전문가 평가는 다 측면의 평가를 모두 포괄하려는 모형으로 볼 수 있으나, 전문가 평가의 필요성에 대한 검토, 전문가 평가의 측정 및 척도의 일관성 등에서 한계점이 있다.
