This study aims to analyze ordinances on disasters and safety management for enhancing disaster resilience capacity of basic local governments, to identify the current status and problems, and to propose improvement methods for managing crisis based on local characteristics and for improving disaster resilience capacity. The basic local governments all over the country analyzed ordinances on disasters and safety management of 51 urban-rural complex typed cities, which is enacted in the basic local governments. The results are as follows. Firstly, ordinances have been enacted based on composition of human organization for disasters and safety management. Secondly, it is difficult to identify local characteristics through the ordinances on disaster and safety management of the urban-rural complex typed cities. Thirdly, it is hard to consider that ordinances on disaster and safety management of the urban-rural complex typed cities provide active countermeasures for preventing and preparing for disasters. Therefore, this study provides the following proposals based on these results. Firstly, as for enactment of ordinances on disasters and safety management of urban-rural complex typed cities in the future, facility maintenance, network configuration for efficient crisis management by departing from composition of currently weighted disaster and safety management organization, and enactment of ordinances for participation of local residents are necessary. Secondly, it is necessary to enact ordinances on disaster and safety management based on local characteristics. Thirdly, ordinances for people vulnerable to disasters should be expanded. Fourthly, it is necessary to use the ordinance related to settlement of safety culture.

본 연구는 기초자치단체의 재난회복력 역량 강화를 위한 재난 및 안전관리와 관련한 조례를 분석하여, 그 현황과 문제점을 파악한 후 지역특성에 맞는 위기관리 및 재난 회복력의 역량향상을 위한 개선방안을 제언하고자 했다. 전국 기초자치단체에서 도동복합시인 51개의 시를 대상으로 기초자치단체에 제정된 재난 및 안전관리와 관련한 조례를 분석한 연구결과 내용은 다음과 같다. 첫째, 재난 및 안전관리 인적 조직 구성을 중심으로 조례가 제정되어 있다. 둘째, 도농복합시의 재난 및 안전관리 조례에서 지역의 특성을 찾아보는 것은 어렵다. 셋째, 도농복합시의 재난 및 안전관리 조례에서 재난의 예방 및 대비를 위한 적극적인 대응을 하고 있다고 판단하기는 어렵다. 따라서 연구결과에 따른 제언은 다음과 같다. 첫째, 향후 도농복합시의 재난 및 안전관리와 관련한 조례제정에는 현재 편중되어 있는 재난 및 안전관리 조직구성에서 벗어나 효율적인 위기관리를 위한 시설정비, 네트워크 구성, 지역주민 참여를 위한 조례제정이 필요하다. 둘째, 지역의 특성에 맞는 재난 및 안전관리 조례 제정이 필요하다. 셋째, 재난취약계층과 관련한 조례제정의 확대가 필요하다. 넷째, 안전문화 정착과 관련한 조례의 활용이 필요하다.
