This paper suggests a network model to investigate international environmental problems with regional externality. It is generally believed that individuals emit more pollutants in non-cooperative situations than socially desirable levels. We show that, in the presence of regional externality, there can be a country that reduces pollutants in a non-cooperative situation than the social optimum. And even when such a country exists, the level of pollution in each country in a non-cooperative situation are greater than the social optimum. In addition, the social optimum can be achieved through an introduction of environmental charge with different charge rates for each country.

본 연구는 네트워크 모형을 통해 국제환경문제에 대한 이론적 분석을 시도하였다. 일반적으로 환경문제는 개별 경제주체들이 국제적 최적 수준보다 더 많은 오염물질을 배출하기 때문에 발생한다고 알려져 있다. 이에 대해 본 논문은, 외부성이 지역적으로 이질적이라면, 비협조적 상황에서 외부성 네트워크에 따라 국제적으로 바람직한 수준보다 오염물질 배출을 적게 하는 국가가 있을 수 있으며, 그러한 국가가 존재한다 하더라도 비협조적 상황에서 전체 오염물질 배출량이나 각 국가의 오염수준은 국제적 최적 수준보다 더 크게 나타나는 것을 보였다. 또한 본 논문은 환경부담금의 도입이 환경오염을 완화하는 데 역할을 할 수 있으며, 국가별로 다른 부담률을 적용한다면 국제적 사회후생을 극대화하는 수준으로 환경오염을 개선할 수 있음도 확인하였다.
