The research question of the study is derived from the question: if poverty and inequality cause crime, then what if welfare assistance intervenes the relationship between poverty and inequality on the one hand and crime on the other, is crime decreasing? Criminological theories such as social disorganization theory, anomie theory, institutional anomie theory, and Spitzer’s marxist theory of deviance have discussed on this subject within their theoretical frameworks. According to their conceptualization, that is, increases in social welfare spending causes decrease in crime. Whereas a lot of empirical research have done in the Western academic world, there are few articles in the areas of not only criminological but also social welfare research communities in the nation. To complement this void, the author tries first to follow the trends of poverty, inequality, and crime in Korea. Next, preliminary analysis is done with the variables of unemployment, Gini coefficient, the percentage of the relative poverty, and various indicators of crime incidences. The results fail to show the solid evidence of the negative or positive relationship between welfare spending and crime. However, it does not mean there is no relationship. Recommendations are suggested for further research.

이 연구는 “빈곤과 불평등이 범죄의 원인이라면 빈곤과 불평등을 완화하는 기능을 하는 사회복지의 확대가 범죄를 줄이는 효과를 가질 것인가?”에 대한 의문에서 시작되었다. 사회복지와 범죄의 관계를 이론적 분석틀 내에 담고 있는 여러 범죄학 이론, 즉 사회해체이론, 아노미이론, 제도적 아노미이론, 마르크스 이론을 소개함으로써 사회복지와 범죄의 관계에 대한 개념화를 시도하였고 선행연구 검토를 통해 이론적 기대(사회복지의 확대는 범죄의 감소를 가져온다)가 현실에서 얼마나 검증되고 있는 지에 대해 살펴보았다. 해외에서는 사회복지와 범죄의 관계를 검증하려는 연구가 상당히 활발히 진행되고 있으며 실증연구가 이론적 가정을 지지하는 결과도 있고 지지하지 않는 결과도 있다는 것을 확인하였으나 국내에는 이 분야의 연구를 찾아내지 못하였다. 실증연구를 위한 기초작업의 일환으로 그래프를 통한 추세의 비교를 통해서 지난 20년 동안 경제적 불평들 지표, 범죄지표, 사회복지 지표들의 움직임을 살펴보았는데 지표들의 움직임에 대한 기술적 묘사만으로는 이들 간의 관계를 유추하기 어렵다. 지표들간의 상관관계와 회귀분석을 수행한 결과 기존의 범죄학 이론과 선행연구들이 제시한 것과 같은 일관성 있는 결과를 도출해 내지는 못하였다. 사회복지 지출의 확대는 강력한 사회안전망의 구축으로 이어져 범죄를 줄이는 결과를 가져올 것이라는 이론적 예측은 한국의 지난 20년 동안의 경험에서는 검증되지 못하였다. 그러나 이러한 결과는 사회복지와 범죄간에 관계가 없다는 것을 확증하는 것도 아니다. 오히려 이 연구가 앞으로 이 분야의 연구를 촉진하는 계기가 되어야 한다는 주장이 더 설득력 있다. 마지막으로 후속연구를 위한 몇가지 제안을 제시하였다.
