This research has the significance of looking at the fundamental matters concerning the evolution and characteristics of the cultural heritage protection system which is the basis of the formation of French historical and cultural diversity. In France, based on the "protection system around the historic buildings" in 1943, the cultural property protection system was switched to area management with point management. In particular, we are responding to international needs through the introduction of the concept of "sustainable development" with regard to protection, preservation, conservation, renovation, and utilization of cultural properties and areas surrounding cultural properties. On the other hand, in cultural property management, the consistency between regional development plan, conservation and utilization plan is maintained through organic combination between central government and local government.

본 연구는 프랑스의 역사적, 문화적 다양성 형성의 기초가 되는 문화유산 보호제도의 변천 및 특성들에
관한 기초적 사항들을 살펴보는데 의의를 두고 있다. 프랑스는 1943년의 ‘역사기념물 주변 보호제도’
를 기점으로 문화재 보호제도는 점적인 관리에서 면적인 관리로 전환이 이루어졌다. 특히, 문화재 및 문
화재 주변지역에 대한 보호, 보존, 보전 및 개보수, 활용과 관련해 ‘지속가능한 개발’개념의 도입을 통
해 국제적인 요구에도 대응하고 있다. 한편 문화재 관리에 있어 중앙정부와 지방자치단체들 간에 유기적
결합을 통해 지역개발계획 및 보존 및 활용계획과의 정합성을 유지해가고 있다.
