This study is to analyze whether the early execution of local finance is effective. The early execution of local finance which has been being promoted for 10 years is not actively studied although it is very controversial with many conflicting views. In addition, there was no case studying only the scope of integrated financial statistics of a specific area. In this study, the statistical analysis is conducted, which estimates the regression model with the early fiscal execution and the second half fiscal execution as independent variables and the end of year unexecuted budget as a dependent variable in the local government, Daegu. Qualitative analysis using interview survey is also conducted to support the regression model. As a result of the study, it can be concluded that the early execution of finance can be of practical assistance to local businesses in Daegu. It suggests that economical effect can be maximized only with early execution of local finance as limited resources.

본 연구는 지방재정 조기집행이 과연 효과가 있는가를 분석하는 연구이다. 10년째 추진 중인 지방재정 조기집행은 그 효과에 대해 상반된 시 각에도 관련 연구는 활발하게 이루어지지 않고 있었다. 더구나 특정 지역의 통합재정통계를 범위로 정하여 연구한 사례는 찾아 볼 수 없었다. 따 라서 본 연구는 대구지역을 중심으로 지방정부의 경영관점에서 조기집행과 하반기 재정집행을 독립변수로 하고 연도 말 불용액을 종속변수로 하는 회귀모형을 추정한 통계분석과 대구지역 기업체와 기관별 조기집행 담당자를 대상으로 설문 및 인터뷰 조사 자료를 활용한 정성분석을 종 합하여 분석하였다. 연구결과 재정 조기집행이 대구지역의 기업체들에게 실질적으로 도움이 될 수 있다는 판단을 할 수 있었다. 이와 같은 분석 결과는 지방재정 조기집행이 한정된 자원으로 대구지역 경기에 효과를 극대화할 수 있는 유용한 정책수단이라는 것을 시사하는 것이다.
