The aim of this study is to discuss how to enhance administrative services using service blueprint. Based on the prior research, the author investigated the development cases and components of service blueprint, and produced applications of administrative services. This study is to design the effective management with service encounter and to examine the differences of service blueprint using the line of sight and the interaction line. With the results of the study, the author designed more user-oriented delivery process of administrative services with service blueprint. Also the continuous backup plans and service qualities can be attained by waiting point(W) and fail point(F). And the target of service contributes to understand the relationship between various factors from administrative service. This study focuses on the administrative service development of user-friendly delivery process.

본 연구는 서비스 청사진 기법을 이용하여 행정 서비스를 고취할 수 있는 방법을 제안하고자 수행되었다. 기존 연구에서 나타나는 서비스 청 사진 기법의 정의와 구성요소 등을 살펴보고, 이를 대국민 행정 서비스에 적용할 수 있는 방법론을 제시하도록 하였다. 무엇보다도 서비스 청사 진 기법은 현실 차원에서 구체적으로 서비스 과정을 시각화하여 확인할 수 있는 만큼 실현가능성도 높다고 할 수 있다. 일선 현장에서 민원인이 가장 자주 찾는 행정복지센터를 대상으로 서비스 청사진 분석을 시도하였다. 그 결과 사용자 지향을 추구하는 서비스 제공을 추구할 필요성을 발견할 수 있었다. 대기시간이 필요한 곳들과 서비스 실패 지점들이 여러 가지 나타났고, 이에 따라 서비스 품질을 높이기 위한 여러 가지 대안을 마련할 수 있었다. 향후 전자정부 등 대국민 행정 서비스가 필요한 분야가 증가할 것으로 예상되는 바 본 연구로 인해 사용자 친화적인 행정 서비 스의 전달에 일조할 수 있는 계기가 될 것이다.
