The purpose of this article is to reduce the risk of death, injuries, property damage, and economic and social dislocation from natural and man-made hazards and disasters. Earthquakes, fires, landslides, floods, and hazardous materials releases are the primary hazards confronting the city community and are therefore the focus of this article. However, implementation of policies and actions included in this article will make city more resistant to all kinds of hazards and disasters that may occur in city. The disaster preparedness and safety element provides the policy framework to support the policies. Lastly, but most importantly, the law must be prepared if the city is to reduce the risks associated with a major disaster. And crime prevention through environmental design (CPTED) has gained worldwide recognition for its proven strategies to deter crime and increase safety. CPTED incorporates a variety of design principles that discourage unwanted activities through two primary goals. Disaster laws need to be revised on how to prepare for and respond to a major it. If the laws are prepared, the risk to life and property from a major disaster will be significantly reduced.

예상할 수 없는 재난을 대비하여 시민의 안전을 위해 위해 재난대응시스템 구축, 재난·안전 R&D 기능 강화 및 원스톱 재난안전 통신망 구축 등 다양한 재난에 대비한 법정책적 개선이 필요하다. 그러나 우리의 일상생활에서 나타 나는 수많은 위험이 도처에 흩어져서 인간의 생명과 건강, 재산을 위협하고 있는 상황임에도 이들 생활의 안전을 위협하고 있다. 이러한 재난으로부터 도시안전은 시민들의 삶의 질과 도시의 지속가능성을 지탱하는 가장 기본적 인 요건의 하나이다. 그러나 이러한 문제점들을 관리하기 위한 법령이나 제 도가 분산되어 있고, 운영주체가 서로 달라 비효율적으로 운영되고 있는 실정이다. 예들 들면 안전관련 법제로는 재난 및 안전관리기본법, 자연재해대 책법, 민방위기본법, 소방기본법 등 다수의 법령이 있다. 도시의 안전을 위해 서는 법적 재선방안과 정책적 개선방안이 있다. 전자로는 우리나라의 안전관 련 법체계는 다양한 법령으로 이루어진 분산형 안전관리 체계를 이루고 있 어, 따라서 법체계 정비방안으로 가칭 ‘국민안전기본법(안)을 제정할 필요가 있다. 또한 재난관리 가이드의 개선을 통하여, CPTED를 적용하고, 국가적 안전관리를 위한 자원의 통합적 운영 및 예방·대비ㆍ대응ㆍ복구의 각 단계별 로 국가적 역량을 통합, 조정할 수 있어야 한다. 또한 체계적인 안전관리를 위해서는 분야별, 부처별 안전기준을 통합 관리해야 할 필요가 있다.
