The purpose of this study is to suggest the effective teaching methods of debate in social studies and to explain the characteristic of the merits-demerits comparison debate. Developed in Japan, this debate is very easy to teach and learn by appling policy-making paradigm. The followings is the teaching processes of this debate; ①preparation of debate, ②the selection and analysis of theme, ③the making of link map, ④the collecting and grouping of data, ⑤the writing of argument, ⑥the practice of inquiry, ⑦the practice of refutation, ⑧the practice of judgement and comment. This debate is effective method for training and upgrading the ability of discussion in short terms. And this is useful method of cultivating the abilities of inquiry and decision-making. The abilities are needed for citizenship as the goal of social studies. By using the merits-demerits comparison debate, We can improve the instruction of social studies.

본 논문은 사회과 토론 학습의 한 방법으로 활용할 수 있는 메리트-디메리트 비교 방식 디베이트의 특징을 밝히고, 실천 사례를 이용하여 효과적인 지도 방안을 제시하는 것을 목적으로 한다. 일본에서 개발된 메리트-디메리트 비교 방식의 디베이트는 정책 결정 심사 기준을 도입하여 그것을 더욱 간략화한 디베이트 방식이다. 종래의 주요 쟁점 심사 기준에 의한 디베이트가 너무 복잡하고 판정 기준이 애매한 등의 문제점을 갖고 있어 고등학교 이하의 학생들이 배우기 어렵다는 한계를 극복하기 위해 고안된 것이다. 이 디베이트의 효과적인 학습을 위해서는 다음과 같은 순서의 지도가 필요하다. ①시합의 준비, ②논제의 선정과 분석, ③링크 맵의 작성, ④자료의 수집과 정리, ⑤입론 원고의 작성, ⑥반대 심문의 방법과 유의점, ⑦반박의 방법과 유의점, ⑧판정 및 강평의 방법과 유의점. 디베이트는 특히 토론 능력을 단기간에 육성할 수 있는 효과적인 방법이다. 그리고 민주 시민적 자질의 육성이라는 사회과의 기본 목적을 달성하기 위해 요구되는 탐구와 의사 결정 능력 등을 신장시키고 학습자 중심의 학습을 보장하는 효과적인 교수-학습 방법으로 활용될 수 있는 것이다.
