유치원의 공공성은 관(官)이나 학부모, 사회의 필요가 아니라, ‘유아중심’으로 논의되어야 한다. 이 연구는 문헌연구와 전문가 협의회를 통해 구성된 공공성 인식 설문조사를 경기도 유치원 교원 및 학부모를 대상으로 실시하였다. 학부모와 교원의 공공성 인식에 기초하여 유치원의 공공성을 증진할 수 있는 방안에 대하여 논의하였다. 연구결과는 다음과 같다. 첫째, 교원 및 학부모의 배경변인에 따라 유치원 공공성 인식에는 차이가 있는 것으로 나타났으며, 둘째, 유치원 공공성 확대를 위해서는 재정 및 정보 투명성을 바탕으로 모든 유치원이 공평한 재정 지원을 받아야 하며, 셋째, 동일한 교육과정을 통해 보편적 유아교육을 하는 것이 유치원 공공성 확대를 위한 기초 방안이라고 응답하였다. 유치원 공공성 확대를 위해서는 홀리스틱 교육적 관점으로 유아중심의 접근이 필요하며, 유아와 학부모, 교원이 통합된 하나의 존재로서 유아교육의 공공성 증진에 대한 이해는 물론, 수혜 직접 당사자인 유아중심의 정책수립을 통해 유아의 전인발달은 물론 가정과 사회의 안녕과 지속가능한 발전을 위한 합의가 이루어져야 함을 논의하였다.
