This study suggests that slowing economic growth and deteriorating job creation, deepening duality of labor market, and enlarging mismatch due to lack of high quality jobs are the key reasons of sluggish youth employment in Gwangju and Chonnam. Panel regressions are conducted based on the data of 16 local governments by introducing the proxy data for these factors, and the results are as follows. First, the impact of economic growth on youth employment is effective, but its size has declined since the global financial crisis. Second, the impact of the labor market dual structure and mismatch on youth employment has increased significantly since the global financial crisis. Therefore, it is necessary to run policy efforts to mitigate the problems due to structural factors of the labor market, in addition to finding new growth engines to create high quality jobs.

본 연구는 광주‧전남지역의 청년고용 부진원인으로 경제성장세 둔화 및 고용창출력 저하, 노동시장의 이중구조(duality) 심화, 양질의 일자리 부족에 따른 미스매치(mismatch) 확대 등의 요인에 주목하였다. 그리고 이들 요인에 대한 대리변수(proxy variables)를 도입하여 청년 고용률에 미치는 영향을 16개 광역시도별 패널자료에 의거 실증분석을 실시하였는데 그 결과는 다음과 같다. 첫째, 경제성장률이 청년 고용률에 미치는 영향은 통계적으로 유의하나 그 영향력은 글로벌 금융위기 이후 줄어든 것으로 나타났다. 둘째, 노동시장 이중구조 및 미스매치 등 노동시장의 구조적 요인이 청년 고용률에 미치는 영향은 글로벌 금융위기 이후 크게 증가한 것으로 나타났다. 따라서 광주‧전남지역의 청년고용 문제를 완화하기 위해서는 양질의 일자리를 창출하는 신성장 동력 발굴과 함께 노동시장의 구조적인 요인에 따른 문제점을 해소하려는 정책적 노력이 더욱 요구된다고 하겠다.
