The industrial accident rate has been on a slight downward trend in the past five years, but the number of deaths resulting from industrial accidents has stagnated in the 1,800s. Therefore, the study attempted to improve unsafe behavior, which accounts for a large proportion of industrial accidents. Because a variety of factors affect unsafe behavior and there are limitations in quantifying them, the study attempted to decrease the industrial accident rate in the workplace by promoting the superordinate concept of safety culture. The present study distinguishes the level of safety culture into five stages based on data for distinguishing safety culture levels used in HSE(Health and Safety Executive) overseas. The study also conducted the following activities in order to present improvement activities and tasks related to safety and health necessary at each level. First, the study presents safety and health improvement activities and tasks necessary at each stage by interviewing expert groups, and subdivides their importance into high, intermediate, and low within each stage. Second, the study conducted an inquiry on the actual conditions of safety culture of domestic companies and found that all factors affect the level of safety culture but in order to disclose a clear difference, reduced the top eight factors to four factors by means of multiple regression analysis. Third, the study confirmed four factors that greatly affected the level of safety culture through multiple regression analysis and presented additional safety and health improvement activities and tasks related to each factor. Companies will be able to self-assess their safety culture levels and systematically form safety and health improvement activities and tasks at each level by using data from the present study. Consequently, this will contribute to the improvement of domestic safety culture levels by allowing the management of safety culture levels in accordance with the size of the workplace.
