The aggressive behavior that appears in childhood and is closely related with aggressive behavior in the youth and adult periods, suggesting that it can predict anti-social behavior such as violent behavior, criminal behavior and spousal abuse. Therefore, it is necessary to systematically deal with school violence in child education institutions on the aspect that conflicts between children born out of childhood education institutions. Things such as vulnerablity, bullying, and linguistic violence will become school violence afterwards. This study considers the basic policy of prevention of bullying in kindergartens attached with Yamagata University that are carrying out the basic policy on bullying prevention. This is according to the self-regulation of child education machines and suggestions to the Korean education educator and tried the following issue on the subject. One, a teacher education program that can raise the teacher’s perception of bullying must be implemented. In addition, efforts made in advance to prevent bullying can be done by developing and disseminating a playing program that can be adapted in the group as a program for young children. Three, parents education programs should be developed so that proper human gender education is done at home, so that parents have a correct attitude towards child rearing, and are able to understand the personality of the child further.

최근 유아교육기관에서의 학교폭력에 대한 심각성이 나타나고 있다. 그러나 현재 우리나라의 경우 따돌림에 대한 연구가 초ㆍ중ㆍ고등학생을 대상으로만 진행되고 있으며 유아교육기관에 다니는 유아들에 대한 연구는 미비한 실정이다. 본 연구에서는 유아교육기관의 자치규정에 따 라 이지메 방지에 관한 기본방침을 운영하고 있는 야마가타대학 부속유치원의「이지메방지대 책 기본방침」에 대해서 살펴보고, 우리나라의 유아교육기관에 시사하는 점을 제시하였다. 고찰의 결과 이하와 같은 4가지 시사점을 얻었다. 첫째, 이지메 발생 후의 처리보다도 예방교육과 조기처지에 노력을 집중한다. 둘째, 이지메의 조기발견을 위해서 유아교사의 역할을 중요시한 다. 셋째, 이지메방지대책위원회를 조직하여 조직적으로 대응한다. 넷째, 이지메를 행한 유아를 출석 정지시키는 제도를 적절히 운영한다. 끝으로 이제까지 살펴본 야마가타대학 부속유치원 에서 자체적으로 규정한「이지메방지대책 기본방침」은 무엇보다도 유치원 이지메 예방과 근 절에 대한 관심과 지원이 중요하다는 점을 보여준다. 또한 유치원이 주도하여 다양한 유관기관 과 실질적으로 연계활동을 전개한다면 유아 이지메 근절의 시너지 효과를 기대할 수 있다는 교 훈을 얻을 수 있다.

兒童期に現れる攻擊的な行動は靑少年期と成人期の攻撃的な行動に密接な関連があっ て、身體暴力、犯罪行動および配偶者虐待のような反社會的な行動を予言できると言え る。したがって、攻擊性、いじめ、言語的暴力等、幼兒敎育機關で發生するなかま間の 葛藤が以後の學校暴力の徵候になるという側面で幼兒敎育機關の學校暴力を體系的に 扱ってみる必要がある。本硏究では幼児敎育機關の自体規程にしたがっていじめ防止に関 する基本方針を運營している山形大学付屬幼稚園のいじめ防止對策基本方針について考 察し、韓国の幼兒敎育機關に示唆する点および課題について次のような題言を試みた。第 一に、いじめに対する敎師の認識を高めることのできる敎師敎育プログラムが実施されなけれ ばならない。第二に、幼児が集団の中でうまく適応することのできる遊びプログラムを開発し 普及して、いじめを事前に予防する努力が必要であること。第三に、家庭でも正しい人性敎 育が行われるように、父母敎育プログラムを開発し、親たちに正しい養育態度を持つようにし なければならない。
