The purpose of this study is to propose a plan to use accrual-basis accounting information for national financial activities. Supplementing and using the cash-basis･single entry book-keeping in the budget accounting and accrual-basis･double entry book-keeping in the financial accounting will help the government to manage its finances efficiently and effectively. This study proposes that Korea should also prepare and use pro-forma financial statements. The rationale is that the government's financial plan should be made in combination with short-term and mid-term(long-term), cash-basis and accrual-basis. From this point of view, it is necessary to prepare and use the pro-forma financial statements for the next five years in line with the establishment of the mid-term financial plan for the 5-year period based on cash-basis. This will be complementary and will help the government efficiently and effectively manage its finances. In order to prepare the national pro-forma financial statements, it is necessary to establish the basis rule for the preparation of the national pro-forma financial statements by the government and to enhance the ability and expertise in preparing the national pro-forma financial statements.

본 연구의 목적은 발생주의 회계정보를 국가의 재정활동에 활용할 수 있는 방안을 제안하는 것이다. 현금주의･단식부기에 의한 예산회계에 발생주의･복식부기에 의한 재무회계정보를 상호 보완하여 활용한다면 정부의 효율적이고 효과적인 재정운용에 도움이 될 것이다. 본 연구에서는 우리나라도 추정재무제표를 작성하여 활용할 것을 제안한다. 이러한 근거는 정부의 재정계획은 단기와 중(장기), 현금주의와 발생주의가 어우러져 이루어져야 하며, 이런 관점에서 현금주의에 의한 5개년 중기 재정계획 수립과 발맞추어 향후 5년간의 추정재무제표를 작성하여 활용하는 것이 상호보완적인 효과를 가져와 정부의 효율적이고 효과적인 재정운용에 도움이 될 것으로 보이기 때문이다. 국가 추정재무제표 작성을 위하여는 국가 추정재무제표 작성의 근거 규정을 정립하고 추정재무제표 작성 역량과 전문성을 제고시켜야 한다.
