Facilities in public living services are affected by accessibility according to location characteristics, and the accessibility has become an important element in a rating scale and future plan in each local government. Which the study is focusing on relationships the accessibility and land price of facilities in public living services is to play an important role in effective management on financing in localized environment and improving the quality of life for local residents. The purpose of this study is to analysis of imbalanced development of the local government in spatial structure since facilities in public living services in the local government have various regional characteristics through the accessibility and land price of them. This study aims to provide the impact of facilities in public living services accessibility on land price by analyzing 328,394 land parcels in 189 legally registered villages in Gochang-Gun based on regression analysis, while 10 classifications of facilities in public living services in Gochang-Gun, non-urban regions adapted to the purpose. When the result from regression models shows that the impact of facilities in public living services proximity has an effect on the land price, the facilities on ‘preschool education’ and ‘tourism’ in non-urban regions was regarded as the most important point in balanced development of the local government in spatial structure.

공공생활서비스건축물은 접근성과 입지에 영향을 받기 때문에 지역의 특성에 따라 지역 내의 공간적 불평등이 발생하고 지가도 도시공간구조를 변화시킬 수 있어 입지가 중요하지만 공간적인 불균형상태는 인구편중현상에 따라 지역 간 및 지역 내의 비효율성의 문제가 발생한다. 이를 해결하기 위해 공공생활서비스건축물의 접근성과 지가의 관계에 집중하여 입지를 결정하는 것은 지방재정의 효율적 관리와 주민의 삶의 질을 높이는데 중요한 역할을 할 것이다. 고창군의 공공생활서비스건축물을 상위 6개와 하위 10개로 분류를 하여 각 개별토지단위 공간분석을 하여 공공생활서비스건축물과 지가간에는 공간적 상관관계가 존재함을 확인할 수 있었으며, 189개 법정리별로 각 건축물 거리에 따른 토지지가의 회귀분석 결과 유아교육 및 관광에 대해서 공공생활서비스의 접근성이 토지지가에 유의미하게 나타났는데, 이는 비도시지역에서 특히 유아교육 및 관광에 대한 서비스 시설이 중요함을 의미하는 것이다. 비도시지역에서 공공생활서비스건축물을 통한 삶의 질 향상에 관심을 갖고 균형 있는 국토 발전에 기여할 수 있기를 기대한다.
