As the free floating exchange rate system started to be introduced in 1997, the average market exchange rate of the previous exchange rate regime was abolished. Also, forecasting the exchange rate is a complex and difficult variable due to various variables. Under these circumstance, the DAPA which accounts for a large portion of the foreign exchange budget, began to recognize the importance of foreign currency risk management by establishing the Foreign Exchange Risk Management Committee in 2013. This study analyzed the foreign exchange risk management system, regulations, system and organization of DAPA through the theoretical background of international contracts, foreign exchange budgets, exchange rate and exchange risk management, and suggested improvement and development plan. By expanding the scope of foreign exchange risk management, developing a foreign exchange risk management module linked to the internal system, and establishing a dedicated foreign exchange risk management department, it is expected that the defense risk management system will be further developed and the interest in foreign exchange risk management will be enhanced.

1997년 자유변동환율제도가 도입되기 시작하면서 종전 시장평균환율제도 환율변동제한폭이 폐지되고, 이로 인해서 환율 변동폭이 확대되었다. 또한 환율을 예측하는 것은 매우 복잡 다양한 변수들로 인한 요인으로 쉽지않은 특성이 있다. 이러한 상황에서 외화예산의 많은 비중을 차지하고 있는 방위사업청은 2013년 환위험관리위원회를 신설함으로써 환위험 관리의 중요성을 인식하기 시작했다. 본 연구는 국제계약(국외조달), 외화예산, 환율, 환위험 관리에 대한 이론적 배경을 통해 방위사업청의 환위험 관리를 제도 및 법규, 시스템, 조직 측면에서 분석하였고, 이에 대한 개선 및 발전방안을 제시하였다. 환위험 관리 범위 확대, 내부시스템과 연동된 환위험 관리모듈 개발, 환위험 전담 실무부서 설치방안 등을 통해 방위사업청 환위험 관리체계가 더욱 발전할 뿐만 아니라 환위험 관리에 대한 관심이 제고될 것으로 판단된다.
