This study aims at exploring contributions and policy implications of new movements of implementing sex offender registration and notification law in United Kingdom. Police-Probation partnership of U.K in monitoring and managing sex offenders in community has increased for the enhanced supervision level and individualized treatment toward sex offenders, which were the significant aspects in modifying problematic behaviors of incorrigible sexual predators and solving root causes of sex offenders. In this context, the current study focused on identifying fundamental initiatives and elements that U. K government has emphasized in sex offender registration and notification policy. The present study addressed that community correction scholars and practitioner for implementing sex offender registration and notification law should notice the significant role of police. By examining key concepts of MAPPA, this study found out that it is necessary to maintain comprehensive approach in monitoring and rehabilitating sex offenders in community. Further policy implication will be discussed.

본 연구는 영국 경찰의 성범죄자 신상정보제도 운영 방향을 살펴보고, 우리나라 성범죄자 지도, 감독 및 우범자 관리 방안에 활용할 수 있는 새로운 정책적 시사점을 도출하는데 목적이 있다. 우리나라에서는 2016년 성범죄자 신성정보등록 기간 위헌 판결을 통해 등록기간 차등화가 시행되었고, 클린 레코드에 근거한 새로운 성범죄자 등록 면제제도가 도입되었다. 증가하는 성범죄 사건으로 성범죄자 신상정보제도 관련 업무를 맡고 있는 경찰, 법무부, 여성가족부가 새로운 변화를 모색할 필요성이 커졌는바, 본 연구에서는 영국의 강제명령제도와 영국 경찰의 신상정보제도에 대해 초점을 두어 그 시사점을 논의하고자 한다. 영국은 지역사회에서 다양한 형태의 지역사회 강제명령(Civil Orders)을 성범죄자 지도, 관리에 사용하고 있고, 경찰의 신상정보 등록 업무가 “MAPAA” 기구에서 기관 간 연대활동 속에서 종합적으로 이루어짐을 확인할 수 있다. 앞으로 영국과 같이 우리나라에서도 우범자 관리 내 경찰 재량 범위가 확대되어야 하고, 보호관찰 등 유관 기관과의 동반 관계가 더욱 유기적으로 이루어져야 할 것이다.
