The purpose of this study is to find out the actual condition of the runaway-family and to find an alternative. Youth runaway-family forms a group among themselves after runaway to resolve loneliness and to survive. However, the runaway experience increases the risk of delinquency. They are reluctant to use youth shelters and have difficulty intervening because they are trying to maintain runaway-family. For the runaway-family youth, it is necessary to develop laws and systems that can provide comprehensive support. Also, It is necessary to support the self-reliance and to establish a preventive policy for runaway-family youth. From a practical point of view, it is necessary to diversify and characterize shelter function reflecting the characteristics and desires of runaway-family youth. We need to provide integrated services to the runaway-family youth who are found. Social support for runway-family youth should be strengthened. Outreach should be done to strengthen efforts to find runaway-family youth. And establish a home-school-shelter-community cooperation system and follow-up management. Based on this, it is necessary to recognize as a target of protection and support for runaway-family youth. And help them grow healthy in their communities.

본 연구는 가출 청소년의 문제 중에서도 비행 및 범죄와의 관련성이 높아 사회 문제가 되고 있는 청소년 가출팸에 대해 초점을 맞춰 현황을 살펴보고 대안을 모색하였다. 청소년 가출팸은 가출한 후 자신들끼리 집단을 형성하여 생활하는 것으로서 외로움을 해소하고 생존하기 위해 가출팸을 형성하고 있다. 그러나 가출팸 경험은 비행 수준을 높이고, 비행의 위험성을 증가시키는 것으로 나타났다. 이들은 청소년쉼터 이용을 꺼리며, 가출팸을 지속하려는 양상을 보이고 있어 이들의 발굴과 지역사회 복귀의 어려움이 있다. 가출팸 청소년을 위한 개입 방안으로 정책적 측면에서는 가출 청소년 지원을 위한 근거법 마련과 종합적인 지원이 가능한 제도의 정비가 필요하다. 또한 가출팸 청소년의 지역사회 복귀와 재활을 돕는 자립 지원 방안과 가출팸에 대한 예방적 활동의 정책 마련이 필요하다. 실천적 측면에서는 가출팸 청소년들의 특성과 욕구에 기반한 쉼터 기능의 다각화와 특성화가 필요하다. 또한 사회적지지 및 아웃리치 강화를 통해 비행을 예방할 수 있는 프로그램 개발이 필요하며, 가정-학교-쉼터-지역사회 협력체계 구축을 통한 집중화된 서비스 개입이 필요하다. 이를 바탕으로 가출팸 청소년을 범죄의 대상이 아닌 보호와 지원의 대상으로 인식하고 지역사회 내에서 건강하게 성장할 수 있도록 지속적인 관심과 노력이 필요하다.
