The Busan International Rock Festival has been the leading music festival in Korea for more than eighteen years. Currently, the Busan International Rock Festival is experiencing a few issues with regards to its decreased competitiveness and venue discovery. Other rock festivals taking place in Korea these days have similar issues as well. Therefore, this study discusses and suggests a growth plan for rock festivals in Korea, focusing on the Busan International Rock Festival to serve as a model for the industry at large. For this purpose, the researcher has conducted on-site surveys to provide empirical data. As a result, it has been proven that the majority of audiences of the Busan International Rock Festival oppose the idea of the festival starting charging an admission fee, which could be either full or partial. If the purpose of charging for admission is to attract well-known performers in order to increase its competitiveness, this should be regarded with caution and systemically analyzed before any decision is finalized. In addition, there are other issues to consider, including identifying potential venue locations and expanding exchange programs. One possible method to resolve these additional issues is through a dynamic feedback system by which expert and citizen evaluators will work with the public in order to find equilibrium. Through this study, the researcher hopes to provide solutions to these pressing matters in order to stimulate not only the growth of rock festivals, but also the music industry in Korea.

부산국제록페스티벌은 18년 이상 부산에서 진행되어온 국내 대표 록페스티벌이다. 현재 부산국제록페스티벌은 경쟁력하락, 장소이전 등의 현안들을 지니고 있다. 최근 국내에서 진행되는 다수의 록페스티벌 역시 유사한 문제로 고민하고 있는 실정이다. 연구자는 본 연구를 통해 부산국제록페스티벌을 중심으로 국내 록페스티벌의 발전방안을 모색하고자 이에 대한 논의와 방안들을 제안하였다. 연구방법으로 현장설문조사를 실시하여 보다 실증적인 자료를 제시하였다. 그 결과 다수의 부산국제록페스티벌 관람객이 유료화에 대해 부정적임을 발견하였다. 유료화도입은 전면유료화와 부분유료화로 구분하여 생각할 수 있을 것이다. 하지만 록페스티벌에서 출연진강화 등 경쟁력을 위한 유료화 도입은 신중히 검토되어야 한다. 더불어 장소이전문제와 교류사업확대 역시 함께 고민해야 한다. 이러한 정책들은 시민, 전문가평가단 등 피드백시스템을 통해 참여자들이 공동으로 만들어가는 구조 하에 진행될 수 있을 것이다. 본 연구를 통해 국내 록페스티벌과 음악시장의 발전을 기대한다.
