Our nation is surrounded by sea on three sides but lacks legislations for marine protection and development. Moreover, there were no legislations for protection and safety of ships to go abroad at all. In this situation, UN and IMO urged us to make applicable provisions for international ship. And further research was being carried out to prevent any damages from piracy after the incident that pirates seajacked our vessel. International society is putting forth a multilateral effort into piracy. As a result, our nation became a cornerstone of maintenance of international voyage order as well as protection of people’s life and property through the bill by Rep. Juhong Hwang in september, 2016. With this effort, the legislation of preventing pirates from damages of international ships should be accompanied by various legislative measure in the long term beginning responding to increasing crime of pirate.

우리나라는 삼면이 바다로 이루어졌으나 해양에 대한 보호와 개발을 위한 입법이 부족한 실정이다. 더군다나 해외로 항해하는 선박에 대한 보호와 안전을 위한 입법은 전무한 상황이었다. 이러한 실정에서 UN과 IMO는 국제항해선박에 대한 근거규정 마련을 촉구하는 한편 우리나라의 선박이 해외 해적들에게 납치되는 문제가 발생하면서 해적행위에 대한 피해예방을 위한 연구가 진행되었다. 국제사회는 해적행위에 대한 다각적인 노력을 진행하고 있다. 이러한 흐름에 따라 우리나라는 2016년 9월 황주홍의원의 관련 법안 발의를 통해 국민의 생명과 재산을 보호하고 국제항해 질서유지를 위한 초석이 되었다. 해적범죄에 대한 피해를 예방하기 위한 노력으로 제정된 국제항해선박 등에 대한 해적행위 피해예방에 관한 법률은 점차 늘어나는 해적범죄에 대응하기 위한 시작으로 장기적으로는 다양한 입법적 조치가 동반되어야 할 것이다.
