This study investigates the sources and determinants of brain drain due to the flow-on process of college and job migration behavior and explores ways to prevent brain drain and to absorb talents in the Ulsan region based on the 2012 GOMS(graduates occupational mobility survey) data. The major findings of this study are as follows: First, most of the talented high school graduates in Ulsan tend to choose the colleges in the capital region and only 7.4% among them are inclined to return to get jobs in Ulsan. Second, the outflow of college graduates from Ulsan is 2.5 times higher than inflow from the other areas. Thus human capital with college education has been continually decreasing in Ulsan. Third, the human capital of the outflow from Ulsan seems to be higher than that of the inflow from the fact that income of the outflow tend to be higher than that of the inflow in Ulsan. Finally, The higher parent’s education level tend to lead the higher tendency of emigration for colleges in the capital region. This suggests that regional brain drain may ultimately accompany the regional outflow of wealth.

본 연구는 울산지역을 대상으로 지역인재유출의 원인과 결정요인을 진단하고, 지방과 수도권 간 대학진학과 취업 인구이동의 성과를 비교하여 지역인재 유출 방지와 우수인력 유치 방안을 모색하였으며, 주요 연구결과는 다음과 같다. 첫째, 울산지역 고교졸업자 중 우수한 인재의 대부분이 수도권 대학으로 진학하지만 수도권 대학졸업자는 수도권에 계속 머무르는 확률이 매우 높고, 이들의 울산 귀환이동률은 7.4%에 불과한 실정이다. 둘째, 대졸자 고용시장에서 울산지역 유출인력은 유입인력의 2.5배로 나타나 울산지역에서는 지속적으로 대졸 인적자본이 감소하는 것으로 나타나고 있다. 셋째, 울산지역 유출인력의 임금이 유입인력보다 높다는 사실은 유출인력의 인적자본이 유입인력의 인적자본보다 우수하다는 것을 시사하고 있다. 마지막으로 부모학력이 높을수록 수도권 대학진학 이동 경향이 높게 나타나고 있다는 점에서 인재유출은 궁극적으로 지역 부의 유출로 연결될 수 있다는 것을 암시한다.
