This study aims to establish an empirical evidence of the Seoul Citizen Participatory Budget(SCPB) process regarding the city's decision to allocate resources. The study used the Civil Participatory Budget Process model in Ebdon & Franklin(2006). For this, the changes in the SCPB system were analyzed, and the research method conducted multiple regression analysis on the Seoulites. The analysis results are as follows. First, Seoulites were also aware that if the process design works well, the goals and achievements of citizen participatory would also appear positive. Second, it was recognized that active utilization of the used mechanisms would be a positive factor for the goals and achievements of citizen participatory. It implies the need for a mechanism of civic engagement in various ways, taking into consideration various alienated people. It is also necessary to establish a consistent consulting structure on projects proposed by citizens.

본 연구는 Ebdon & Franklin(2006)의 시민예산 참여이론모형을 적용하여, 서울시의 자원배분결정에 관한 시민참여 예산과정을 실증적으로 검증하는 것을 목적으로 한다. 이를 위해 서울시 주민참여예산제도의 변화내용을 분석하고, 다중회귀분석을 통해 서울시민들이 인식하고 있는 주민참여예산과정의 주요요인들 간에 영향관계를 확인했으며 분석결과는 다음과 같다. 첫째, 서울시민들은 예산과정의 설계(Process Design)가 잘 이루어진다면 시민참여의 목표와 성과도 긍정적으로 나타날 것이라고 인식하고 있었다. 즉 시민들의 재화에 대한 배분형태에 대해 양직수준의 만족을 주고 있는지, 이로 인해 시민들이 자발적으로 지불의사가 발생하는 지, 예산과정에 참여하는 시민참여자 수가 충분한 지를 잘 검토할 필요가 있음을 시사한다. 둘째, 사용기제(Mechanism)의 적극적 활용이 시민참여의 목표와 성과에 긍정적인 요소로 자리 잡을 것이라는 인식을 가졌다. 다양한 소외계층을 고려하여 다양한 방식의 시민참여기제가 필요함을 시사한다.
