As Korean society changes, so the churches encouraged to be renewed. It is because the church exists in the municipal level. Municipality is not different from civil society. Members who belong to this civil society and who have various life forms are the people of whom the church should take care. Denizens in the civil society mean that they have personality and human rights. Because of this, as the civil society should guarantee the freedom to pursue own needs (fundamental rights). It also should occupy oneself with achieving the common good. A church, existing in the civil society, is one of civil societies as organization and their member. On the one hand, a church as civil society contributes to the development of local and municipal level to achieve the common good by making necessary efforts; on the other hand, a church, as member of civil society, is the existence as “Ecclesia” which pursues constantly the idea and purpose of the church. For the former one, the church should make every effort to advocate the public interests and to support municipal administrations (Cooperation and Servernt Leadership). For the latter one, a church should try make efforts to achieve good results with pastoral attainments for spreading the gospel and proclamation of Jesus’ earthly command according to the paradigm of “God’s Mission.” Both the former one and the latter one aim for the common good in its widest sense. Therefore, this research resets the identity of the church and suggests a practical alternative plan to improve the structure of the function and role of the church. An exemplary case to support the theory of this thesis is forwarding the Korean church to the possibility of changed pastoral work, which performs “God’s mission” in its region.

한국사회의 변화는 교회의 거듭남을 촉구한다. 왜냐하면 교회는 지역사회 속에 존재하기 때문이다. 지역사회는 시민사회에 다름 아니며, 시민사회에 속한 다양한 삶의 형태를 지닌 구성원들은 교회가 돌보아야 할 대상이다. 시민사회 속 지역 거주민은 권리를 지닌 인격체이다. 이러한 이유로 시민사회는 인간의 욕망(기본권)을 추구하도록 보장해야 하면서도 동시에 공동의 선을 지향하고 격려해야 한다. 교회는 하나의 시민사회이자 시민사회 속에 존재하는 구성원 중 하나이다. 시민사회로서 교회는 한편 보편적인 행복을 이룩하도록 필연적으로 노력하는 입장에 있어 그렇게 지역사회에 이바지한다. 다른 한편 시민사회 구성원으로서의 교회는 자신의 의도와 목표를 끊임없이 추구하는 ‘에클레시아’로서의 존재이다. 전자에 대하여 교회는 지역사회 속에 낮은 자세로 봉사하며 공동체의 이익을 대변하고 발전을 도모하는데 노력을 다해야 한다(협력을 통한 후기 서번트 리더십 구현). 후자에 대하여 교회는 복음 전파 및 선포의 지상명령을 ‘하나님의 선교’의 패러다임에 따라 목회적 소양을 가지고 성과를 이루는데 애쓴다. 전자와 후자 모두는 대의적인 차원에서 공익을 목적한다. 그리하여 본 논문은 교회의 정체성을 재설정하고 그 기능과 역할에 대한 체질 개선이 가능하도록 실제적 대안을 제시하고 있다. 본 논문의 이론을 뒷받침하는 모범사례는 지역사회 속에서 ‘하나님의 선교’를 시행하는 이미 변화된 한국교회의 목회 직무 가능성을 열어준다.
