The previous paper presented the conclusions and discussions with the following three points [Nagae, Tsunehiro and Horauchi, Yoshitsugu(2003)]:・Compliance Management and critical points of environmental issues from Japan and foreign countries; ・The engineering skills and study systems for the “Sustainable Development”; and ・The Balanced Scorecard(BSC: A human resource development method connected directly with..a..strategy..and..a..vision)..which..is..a..strategic..framework..for..the..“Sustainable Development”. This paper refers to put hypotheses to test the previous conclusions, and to inspect results of the IGES Discussion Paper as an indicator [see Yasuhiro KANDA and Byung‐Wook Lee (2003)].
