The primary aim that we study and research on the democracy is to say to improve the democracy of our community towards desirable directions. In 1960, people's desire and aspiration for a democracy in Korea finally brought about a dramatic political change, April Revolution, which overthrew the old regime(the government of Syngman Rhee). Nonetheless, the Democratic Party Government failed in building and solidifying stable democracy in our society. For that reason, it might be a government which plainly showed the possibility and limitation of democracy in contemporary Korean political history. It has suggested lots of things, even including that failure. As of now, in retrospect, it is no exaggeration to say that the history of Korean politics in the past 55 years was a process for the development of democracy. It showed somehow discontinuous and even regressive path rather than steadily advancing, however, in macro perspective it has certainly progressed gradually. As it were, the Second Republic can be regarded as the first government which put democratic competition and procedure into practice on the basis of a representative democratic principle. But the Second Republic was resulted in collapse on account of followings: the factional struggle for power in the political scope and the inability to policy implementation owing to it, as well as its immatureness filtering politically surged citizen's urge. At the present situation, our study on the previous governmental regime aims just not to simply describe historical facts. What we research on undesirable historical events and processes is to restructure the past in order to have an answer for questions facing us today, through analyzing past events focusing on the structure and behaviors. This research aims to analyze why the democratic system of the Second Republic has been frustrated. At present, what we review the democracy of the Second Republic is to get present political implications, through investigating how Korean democracy went along with contents and directions at that time, what has been the result, and why it was frustrated.
