Korean society is plagued with proliferation of “special treatment for former officials”, or the privileges for the former officials. The retired officials in Korea can enjoy high monetary and non-monetary remunerations in return for their services connecting special interest groups with incumbent officials in charge of the matters. This note argues that such practice is simply a part of rent-seeking activities. This note also proposes a new word that reflects reality of such special treatment of retired officials as the “collusive ties, or cozy relations, between former and incumbent officials”.

고위 공직을 지낸 퇴직 관료가 재직 시에 쌓은 인맥과 내부 정보 및 영향력을 활용하여 민간기업 등 의 이해당사자가 이익을 챙기게 도와주고 그 대가를 받는 것을 “전관예우”(前官禮遇)라고 한다. 이 글은 전관예우를 지대추구행위의 한 과정으로 해석하며, 전관예우 명칭이 지닌 문제점에 대해서도 간략히 살펴본다.
