The Beutelsbacher Konsens in German and the Click Report in the UK provide one implication for overcoming the overt ideological confrontation of progressivism and conservatism. The Beutelsbacher Konsens(prohibition of indoctrination, representation of controversy, consideration of students' interest), and the Click Report(moral social responsibility, community involvement, and political literacy) will help to coexist in conservatist's character education and progressivist's citizenship education. Civility must be formed in the extension of humanity. Therefore, the house of democratic citizenship education should be built on the foundation of character education.

독일의 보이텔스바흐 협약과 영국의 크릭 보고서는 진보와 보수의 소모적 이념 대립을 극복하는데 있어 하나의 시사점을 제공한다. 교화 금지, 논쟁 재현, 학습자 이익 인지를 내용으로 하는 독일의 보이텔스바흐 합의와 도덕적‧사회적 책임, 지역사회참여, 정치적 문해력을 내용으로 하는 영국의 크릭 보고서는 보수주의자들의 보수적 인성교육과 진보주의자들의 민주적 시민교육의 공존에 도움이 될 것이다. 시민다움은 사람다움의 연장선에서 형성되어야 한다. 이에 따라 ‘민주적’ 시민교육의 집은 인성교육의 토대 위해 건설되어야 한다는 시론적 논의를 한다.
