This study is to analyze the characteristics of citizen participatory politics and explore the direction of good governance to strengthen representative democracy in the case of candlelight demonstration in 2016-2017. First, this study examines the characteristics of civic participation politics based on analysis of participant of candlelight demonstration at microscopic level. In other words, It analyzes characteristics of participants' socioeconomic background, political orientation and attitude, and characteristics of resource mobilization using survey data of participant in candle rallies. Second, this study extracts and analyzes the political reform issues raised in the candlelight vigils, and examines how to change political governance on the macroscopic level. Specifically, it examines the demands raised from citizen participation at the level of political system reform, and suggests the institutional task to eliminate the dysfunctional democracy.

이 연구는 2016-2017년 촛불집회를 사례로 시민참여형 정치의 특징을 분석하고 대의민주주의를 강화할 수 있는 좋은 거버넌스의 방향을 모색하고자 한다. 이를 위하여 첫째, 이 연구는 미시적 차원에서 촛불집회 참여자 분석을 통하여 시민참여형 정치의 특징을 고찰한다. 즉 촛불집회 참가자 현장 설문조사자료를 활용하여 참가자의 사회경제적 배경의 특징, 정치적 정향과 태도 및 자원동원의 특징을 분석한다. 둘째, 이 연구는 촛불집회에서 제기된 대의정치 개혁 이슈를 추출·분석하여, 거시적 차원에서 대의정치 거버넌스의 변화 방향과 방안을 모색한다. 구체적으로 정치제도 개혁의 차원에서 시민참여로부터 제기된 요구를 고찰하고, 민주주의 기능부전을 해소할 제도적 과제를 제언한다. 이 연구의 결과는 정당중심론과 참여중심론의 양 극단을 배격하고, 양자를 유기적으로 수렴한 민주주의 품질 혁신에 학술적 근거를 제공할 수 있을 것으로 기대된다.
