The purpose of this paper is to analyze the success conditions of Presidential leadership in the turn of the century based on ‘circumstsnces-based qualities’. The paper suggests the qualities of a leader are their vision, public communication, state administration capacity, political skill, empathic civilization, etc. The importance of politics has become more urgent in the strict domestic and international political climate, which makes the role of leadership more important than ever. In a time of political division, decisiveness and the ability to persuade constituents are key to implementing policies effectively. This requires the leadership ability of a president to be able to persuade and negotiate with the people in order to convince them to follow a given course, which is often times met with opposition. In this respect, bold leadership is required in the transitional period. It is difficult to explain the leadership needed for the transition period like today with only the leadership style or qualification emphasized in existing leadership generalization theory. In general, emphasizing “universal qualities” neglects the “situational qualities” that require the virtues and qualities of leadership to match the times of a particular president. In order to overcome these limitations, it is meaningful to seek strategic conditions to exert effective leadership in the domestic and external contexts in which we operate. Faced with a security crisis stemming from the emerging Northeast Asian international order and the North Korean nuclear crisis, the public realizes the need for leadership capable of coping with domestic and international challenges. Domestically, it is also a very important task to establish national social integration system by establishing institutional apparatus that guarantees social stability through supporting those of high financial need. This much be accomplished by establishing minimum social safety net for the people who fall behind in competition in the deepened polarization society after neoliberalism. The need for competent political leadership to demonstrate the ability of the state to adjust to higher security, social and economic areas is higher than ever before.

이 논문은 세기적 전환기의 대통령 리더십의 성공조건을 ‘상황론적 자질론’에 입각하여 분석하는 데 목적이 있다. 논문은 지도자의 자질을 비전제시능력, 의사소통 능력, 국정운영능력, 정치력, 공감능력 등을 제시하며, 이를 상황적 맥락에서 고찰하였다. 엄중한 국내･외적 상황에서 정치의 중요성은 더욱 절실해졌고 리더십의 역할은 그 어느 때보다 중요하다. 국민이 싫어하더라도 나라의 장래를 위해서 꼭 필요한 일이라면 담대한 의지를 갖고 국민을 설득하여 실행에 옮기는 능력이 리더십의 요체이다. 이러한 측면에서 전환기에 담대한 리더십이 요구되는 것이다. 기존의 리더십 일반론에서 강조하는 리더십 스타일이나 자질론 만으로 오늘날과 같은 전환기에 필요한 리더십을 설명하기 어렵다. 일반적으로 ‘보편적 자질’을 강조하는 입장에서는 특정 대통령이 처한 시대상황에 걸맞는 리더십의 덕목과 자질이 필요하다는 ‘상황적 자질’을 간과하고 있다. 즉, 종래에는 리더십의 본질이 자질 또는 환경 중 하나라는 전제가 깔려있었다고 할 수 있다. 그러나 어느 지도자의 경우에나 마찬가지로 리더십은 상황과 자질이 상호작용하며 구축된다고 할 것이다. 이러한 한계를 극복하기 위하여 우리가 처한 국내･외적 상황 속에서 효과적인 리더십을 발휘하기 위한 전략적 조건을 모색하는 것은 의미있는 일이다. IMF 관리체제와 외환위기라는 두 번의 경제위기를 겪고, 새롭게 부상하는 동북아 국제질서와 북핵에서 비롯된 안보위기에 직면하면서 국민들도 국내･외의 시대적 과제와 도전에 대처할 수 있는 능력있는 리더십의 필요성을 실감하고 있다. 국내적으로도 신자유주의 이후 심화된 양극화 사회 속에서 경쟁에 뒤쳐진 국민들에게 최소한의 사회적 안전망을 마련하여 삶을 보장하는 제도적 장치를 구축하여 국민통합을 이루는 일도 매우 중요한 과제이다. 과거 어느 때보다 안보, 사회, 경제영역에서 더욱 높아진 국가의 조정능력을 발휘할 유능한 정치리더십이 필요하게 된 것이다.
