After the collapse of ‘cold war’, the formation of new international regime which is based on ‘multilateral security cooperation’, has been groped especially Europe. Although the cold war was finished, the Northeast Asia has been still tormented by security instability. There are mainly three reasons why the Northeast Asian Nations has been felt the security uncertainty : the territorial struggle, the development or expansion of nuclear weapon, and the armament race among Northeast nations. Japan has taken up more positive attitude since mid 1990s for the formation of the new regime of multilateral security cooperation in the Northeast Asia, compared to the negative point of view in cold war era. The main reason why Japan has changed her position, is basically caused by the instability of the Northeast Asian situation and the relative decrease of American power in this area.
