Today digital informationization rapidly changes our life style and environment, especially informationization of society brings about various kinds of effects. While it provides us with technical benefits in many fields, it causes various side effects to our everyday life and society. For example, many people accmulate various kinds of knowledge through the internet, play computer on-line games and communicate their minds and thoughts in cyberspace. On the contrary, there are many kinds of dangerous and deleterious factors in it. And therefore information ethics education started to become one of the most important things in education. First of all, troublesome matter is related with our elementary school children. They were only the weak in cyberspace. But recently they, so called ‘choding’, become on-line bad boys, so netizen make 'anti choding' to resist them and reprove their impolite manners and deviant behaviors. After all curriculum of elementary moral education that takes aim at cultivation of moral character and moral development begins to stress information ethics education. But now that information ethics education is not enough to overcome insufficiency of quality and quantity in current 7th curriculum of elementary moral education. In this view point I intend to establish a series of standards for selecting its contents as a first step to refine and restructure information ethics education in curriculum of elemantary moral education on this study.

사회의 정보화가 진전되면 될 수록 정보윤리의 위상은 그만큼 높아질 뿐만 아니라 정보윤리 교육에 대한 사회적 요구도 증가한다. 현재 초등학교 교육과정 상 도덕과를 비롯한 여타의 교과에서 정보윤리와 관련된 내용들을 다루고 있지만, 우리 사회의 높아진 정보화와 그에 따른 초등학교 아동들의 윤리관이나 가치 기준 및 행위 규범의 확립에 대한 사회적 요구를 만족시킬 만한 수준에 도달해 있지 못한 실정이다. 특히 초등 도덕과의 경우 초등학생들의 건전한 인성 및 도덕성 함양과 21세기 민주시민 양성이라는 교육적 목적을 감안해 볼 때, 정보윤리 교육은 도덕과를 구성하는 하나의 새로운 영역이라고 볼 수 있다. 그럼에도 불구하고 현행 초등학교 도덕과 교육과정 체제 하에서 정보윤리 교육은 주변적 요소로 머물고 있으며, 그 양적․질적 측면에서 열악함을 벗어나지 못하고 있는 실정이다. 이러한 현상은 상당히 복합적인 요소를 안고 있으며, 이로 인해 도덕과에서 정보윤리 교육의 내실화 및 교육 효과를 기대하기 힘든 상황에 있다. 뿐만 아니라 현재 초등학생들이 온라인 상에서 보이고 있는 다양한 비도덕적 및 일탈적 행태를 감안해 볼 때, 이에 대한 대책이 시급하다고 할 수 있다. 이와 같은 측면에서 초등 도덕과 정보윤리 교육의 내실화 및 체계화를 위해서는 우선적으로 제한된 범위 내에서 나마 교육 내용의 정련화를 기할 필요가 있다고 여겨진다. 이를 위해서는 우선적으로 도덕과 교육의 총괄 목표 내에서 정보윤리 교육 목표 설정과 이를 토대로 다양한 교육 내용들 중 필수적인 교육 내용을 선정을 위한 이론적․실제적 논의가 요구된다. 이러한 관점에서 본 연구는 초등 도덕과 정보윤리 교육의 정련화 및 체계화를 위한 첫 번째 작업으로서 그 교육 내용 선정에 있어 일련의 기준을 마련하고자 하는데 의의를 둔다.
