This study implements the future demand of new elementary teacher hires in order to provide solution on the failure of elementary teacher supply and demand. Based on the new projection of number of elementary students and per pupil teacher, we project demand of new elementary teacher hires and appropriate number of teacher supply. First of all, for last three years, due to the over hires relative to the real demand, teacher shortage of countryside regions(Do Regional Educational Agency) occurred. Eliminating the number of reapplication of current teachers, real competition rate did not reach 1 to 1 for last two years. And projection of number of elementary student shows that number of per pupil teacher will reach the average of OECD around 2025. So, new demand can be calculated from the number of retirement teacher. We estimate that number of retirement teacher will be around 3,000~3,400 until 2022. After 2023, number of retirement teacher will exceed four thousands, and after 2025 five thousands. Thus, for the meantime, current number of supply, 3,847, needs to be maintained. However, elementary teachers’ universities recruiting future elementary teachers need to increase number of their new entrants more than five thousands in order to maintain appropriate elementary teacher supply and demand after 2022.

본 논문은 초등교원 수급불균형 문제 해결을 위해 초등교원 수급추계를 수행하였다. 초등학생 수 추계에 의하면 2025년도 경에 초등에서의 교원 1인당 학생 수는 OECD 평균 수준에 도달할 것으로 보인다. 따라서 현재의 초등교원 수를 유지하면서 퇴직교원 추계를 통한 필요교원 수를 실질적인 초등교원수요로 산출하는 것이 적절할 것으로 보인다. 퇴직 교원수 추계결과 향후 2022년도까지는 3천명 초중반의 초등교원이 퇴직할 것으로 추계된다. 그리고 2023년도 이후에는 4천명대, 2025년대부터는 5천명대의 초등교원이 퇴직할 것으로 추계된다. 따라서 적정 초등교원 양성인원은 향후 발생할 미임용 적체인원 등을 고려해서 당분간 현재의 초등교원양성기관의 전체 입학정원인 3,847명을 유지한 이후 2022학년도부터 최소 5년 동안은 전체 초등교원양성기관의 입학정원을 5천명 중반대로 증원시켜야 초등교원 수급이 적정하게 유지될 것으로 예측된다.
