This paper examines the effect of local government debt on regional economic growth during 2002-2015. The debt of local public enterprises operated as an independent accounting system is not included in the local debt. In this paper, the local public enterprises debt, which has increased rapidly in recent years, is included in the local government level. This paper shows that the local government debt in the current period has a positive effect on regional economic growth in the next period. On the other hand, after two years, this paper confirms that local debt has a negative effect on economic growth. In addition, the effect of local government debt on economic growth is the same result in all models including exogenous and endogenous explanatory variables. In the case of municipal bonds, the portion of long-term debt is high, and regional development projects such as SOC projects are carried out during a long period. Thus, debt is often prolonged in local public sector and economic growth will be slow down. This implies that local governments require comprehensive debt management including local public debt. In particular, in the case of regional development projects, it is necessary to examine whether or not they are pursuing inefficient projects to fulfill the pledge of local governments.

본 논문은 2002-2015년 한국의 지방정부 부채와 지역경제성장 간의 관계를 검토하고 있다. 본 논문의 자료는 독립채산제로 운영되는 지방공기업의 부채가 지방 채무에 포함되지 않고 있지만 최근 빠른 속도로 증가한 지방공기업 채무를 지방정부 부채에 포함하였다. 본 논문은 현재기에 발생한 지방정부 부채가 다음기의 경제성장에 긍정적인 영향을 미치는 것을 확인하였고 2년이 지난 뒤에는 경제성장에 부정적인 요소로 작용함을 확인하였다. 또한 설명변수의 외생성과 내생성을 가정한 모든 모형에서도 지방정부 부채의 경제성장에 대한 효과가 동일한 결과를 나타냈다. 지방채의 경우 장기채무의 비중이 높고, SOC 사업 등 지역개발사업은 장기에 걸쳐 이뤄지기 때문에 지방공기업 부채도 장기화되는 경우가 많다. 지방정부는 지방정부 부채가 장기화되는 경우 경제성장을 둔화시키는 요인이 될 수 있으므로 지방공기업 부채를 포함하여 통합적인 부채 관리 대책이 필요하다. 특히 지역개발사업의 경우 지방자치단체장의 공약과 맞물려서 비효율적인 사업으로 추진되고 있는지에 대한 검토가 요구된다.
