The purpose of this research is to find a corresponding strategy for agriculture in rural areas in response to the 4th industrial revolution era, focusing on Chungbuk region. Currently, there is considerable interest related to the 4th industrial revolution. The Executive Chairman of the World Economic Forum, Klaus Schwab, issued a declaration concerning this revolution in his January 2016. This declaration and the defeat of human by AI at the baduk match between Lee se-dol and AlphaGo have had a great impact on Korean society. Why do we call it a “revolution”? It is because of the vast changes this revolution will bring regardless of the industrial field. During these circumstances, there are many signs of change in agriculture and in the rural areas. Agricultural technology, especially technology is already using big data and robots throughout Germany, the United States, and Japan. The Korean government is preparing countermeasures, including operating the ‘4th Industrial Revolution Committee’ as a control tower, while local governments are trying their best. Countermeasures regarding agriculture in the rural areas of Chungbuk Province is necessary. This study has analyzed the characteristics of the 4th industrial revolution, its effects on agriculture, its impact in the rural areas, and reviewed related cases in advanced countries. The study has also investigated the policy trends in the central and local governments. On this basis, this study suggested some directions and strategies concerning the formulation of a 4th industrial revolution ecosystem in the agriculture field, rural area development for the realization of smart-agriculture, and the pro-active handling of 4th industrial revolution conditions.

오늘날 4차 산업혁명을 둘러싼 관심이 뜨겁다. 2016년 1월 세계경제포럼 클라우스슈밥 회장의 4차 산업혁명시대 선언에 이어, 이세돌 9단과 인공지능(AI) 알파고 간의 바둑대결에서 결국 인간이 패하면서 한국사회도 그 영향을 실감하게 되었다. 산업혁명, 왜 혁명인가? 산업분야에 국한하지 않고 인류의 삶 자체를 송두리째 바꿀 만큼의 변화가 예고되기 때문이다. 이러한 가운데 농업․농촌 부문에도 많은 변화의 조짐을 보이고 있다. 가장 전통적인 산업으로 여기던 농업과 가장 전통적인 공간으로만 여겼던 농촌이 4차 산업혁명 시대에 주목을 받고 있다. 독일, 미국, 일본 등 주요국에서는 이미 IoT, 빅데이터, 로봇 등을 활용한 농업기술이 널리 확산되고 있다. 농업과 농촌에 있어서 4차 산업혁명은 기회일수도 있고 위협일수도 있다. 한국정부도 컨트롤타워로 ‘4차 산업혁명위원회’를 운영하는 등 대응책을 마련하고 있으며, 지자체 차원에서도 정부 못지않게 정책노력을 아끼지 않고 있다. 충북 농촌의 의지와는 관계없이 몰려오는 혁명의 물결을 어떻게 대응해야 할 것인가. 위협요소는 줄이고 기회요소는 잡아야 하는 시전에 와 있다. 따라서 본 연구는 충북지역을 중심으로 4차 산업혁명시대 도래에 따른 농업․농촌의 대응방안을 모색하는데 목적을 두었다. 이를 위해 4차 산업혁명의 특징과 농업․농촌에 미치는 영향을 분석하고, 주요 선진국들의 사례를 검토하였다. 그리고 중앙정부와 각 지자체들의 정책동향을 분석하였다. 이를 바탕으로 농업의 4차 산업혁명 생태계 조성, 스마트농촌 구현을 위한 농촌지역개발, 4차 산업혁명환경에 능동적 대처 등의 방향과 그 전략을 제시하였다.
