This study examines the privatization of health and medical care in Sweden, which has been called the welfare state ' Research questions are as follows. First, what is the strategy of health care services in Sweden? Second, what is the nature of the health care law in Sweden? Third, what is the effect of medical services in Sweden? Since the 1980s, the debate over privatization has begun as gov ernment failures such as rigid bureaucratic systems, rigid systems, inefficiency, and long waiting periods have been revealed. In the 1990s, many welfare states are implementing healthcare reform through marketization strategies. Marketization strategies vary from country to country, but the causes are the disparity in service supply and demand, financial burden, and inefficiency. Strategies for privatization have been enacted, such as the enactment of health care services legislation, reforms in agriculture, Adele reform, and strengthening patient choices. As a way to privatize, the Health and Medical Act redefined the quality of service, liberal thought including individual choice and individual respect. In addition, strengthening the responsibilities of County Council city and separating the responsibilities of local autonomous bodies, decentralization and decentralization.

본 연구는 복지국가의 전형으로 불렸던 스웨덴의 의료의 민영화 분석을 통해 한국의 의료 민영화 전략을 모색하는 것이다. 연구문제는 다음과 같다. 첫째, 사회민주주의 국가인 스웨덴에서 보건의료서비스의 전략은 무엇인가? 둘째, 스웨덴의 보건의료법의 성격은 어떠한가? 셋째, 스웨덴의 의료서비스의 효과는 무엇인가?이다. 1980년대부터 과도한 관료제로 인한 경직된 시스템, 비효율성, 오랜 대기기간 등 정부의 실패가 드러나게 되면서 민영화에 대한 논의가 시작된다. 1990년대 많은 복지국가는 시장화 전략을 통해 의료서비스 개혁을 단행하게된다. 시장화 전략은 국가마다 차이가 있지만, 그 원인은 서비스 공급과 수요의 불균형, 재정 부담, 비효율성 등은 공통적이었다. 민영화에 대한 전략으로 보건의료서비스법제정, 다그마 개혁, 아델개혁, 환자의 선택 강화 등이수행되었다. 민영화를 위한 한 방편으로 보건의료서비스 법은 서비스질을 재정의하였으며, 개인의 선택권 강화, 개인의 존중 등 자유주의 사상이 투여되었다. 또한 광역시의 책임을 강화하고 지방자치단체의 책임을 분리하여 탈중앙화, 탈집중화의 성격을 보여주었다. 이런 전략과 법적 효과로 평등한 접근성: 스웨덴 국민들의 건강을 유지하는 비결, 분산된 책임 , 탈중앙화된 의료서비스, 분산된 의료서비스, 국제적 협력, 90일 이내의 전문적 의료서비스 제공, 스웨덴 중년 기혼여성의 건강 교육 이었다.
