I think it is time to seriously consider promoting the reform of the local distribution system as a solution to various crisis si tuations in our country. To restore substantial national sovereig nty, the national legislative power should be reflected in the co nstitutional amendment. It is necessary to guarantee national a utonomy as a basic right, to introduce the national development plan and the constitutional drafting system, and to introduce a system for actual realization of direct democracy at the local go vernment level. In order to prepare for unification, it is necessa ry for the leaders and residents to recognize that it is more adv antageous for local governments to improve the quality of life of local residents and to exercise autonomous authority and respon sibility for regional development than the centralized system. T here is a need. It is necessary to revise the Constitution so tha t the residents and leaders of North Korea can find the instituti onal model that can act as the subject of local development and self-help in the local autonomy system of our country. Among the election promises of President Moon Jae-in, who to ok office as the 19th president, there is a pledge to make local autonomy at federal level. I hope there will be a lot of discussio n on decentralization reform in the future to overcome the natio nal crisis.

우리나라의 다양한 위기 상황을 해결하기위한 방안으로 지역 유통 시스템 개혁을 진지하게 고려할 때라고 생각한다. 실질적인 국가 주권을 회복하기 위해서는 입법권이 헌법 개정안에 반영되어야만 한다. 국가의 자치권을 기본 권리로 보장하고 국가 발전 계획과 헌법 제도를 도입하고 지방 정부 차원에서 직접 민주주의 실현을 위한 제도를 도입할 필요가 있다고 본다. 통일을준비하기 위해서라도 지방 정부가 지역 주민의 삶의 질을 향상시키고 지역개발에 대한 자율적 권위와 책임을 중앙 집권적 시스템보다 향상시키는 것이 더 유리하다는 것을 지도자들과 거주자들이 인식하는 것이 필요하다. 북한의 주민들과 지도자들이 자국의 지방 자치 체제에서 지역 개발 및 자조의 대상이 될 수 있는 제도적 모델을 찾을 수 있도록 헌법을 개정해야만 한다. 제 19 대 대통령으로 취임한 문재인 대통령의 선거 공약 가운데 하나가 연방제 차원의 지방 분권을 하겠다는 것이었다. 앞으로 국가의 중앙집중을 극복하기 위한 지방 분권 개혁에 대한 논의가 많이 있기를 바란다.
