This paper is to suggest tasks of developing world citizenship curriculum by examining world citizenship contents in moral education. In general, the conception of citizenship has been developed by reflection and discussion on the political life of a particular state, and then means state citizenship. In order to develop curriculum of world citizenship in moral education, we need to articulate the relationship of state citizenship and world citizenship, and ethical theory as a basis of world citizenship. The relationship of that in terms of the multiple identity is complementary, not just exclusive, and a posteriori universalism has to be ethical background of world citizenship education. The paper then suggests that although the direction of the world citizenship education curriculum is right, curriculum should be the framework for action, and more research is needed on world ethics.

본 연구는 도덕과 교육에서 시행하고 있는 세계시민교육의 성격과 내용을 검토하여 향후 과제를 제안하고자 하였다. 시민성은 일반적으로 한 국가의 시민들의 정치적 삶을 다루기 때문에 국가시민성을 의미하는 것으로 알려져 있다. 따라서 세계시민성을 교육하기 위해서는 국가시민성과 세계시민성과의 관계, 이론적 기초로서의 보편윤리 정립에 대한 논의를 필요로 한다. 본 연구에서는 다중 정체성의 관점에서 국가시민성과 세계시민성의 조화가 가능함을 제시하고, 세계윤리의 기초로서 다문화적 맥락을 존중하는 후험적 보편주의의 가능성을 검토했다. 그리고 국가시민성과 세계시민성의 조화에 관한 한, 현행 도덕과 교육의 방향은 타당하지만, 바람직한 세계시민교육을 위해서는 보다 정교한 세계윤리에 대한 이론적 논의가 필요하며, 보다 실천 지향적 내용선정이 요구됨을 제안하였다.
