This study examines the accounting verification system in the government accounting of North Korea through the case analysis of the 󰡔Accounting(2007)󰡕, college textbook of North Korea 's accounting department, and compared with the auditing system of Korea. The verification of North Korea’s accounting is aimed at confirming the accuracy of the account settlement, and has the characteristics of compliance audits that verifies the fiscal policy implementation and violation of laws. In addition, the accounting verification consists of the verification plan, the verification execution, and the verifying summarization steps. It is focused on confirming the accuracy of the numbers in the financial statements and the association of related documents. It is regulated by the government but the related expert group is not organized. The results of the accounting verification are presented in three stages: ‘not true’, ‘unfair’ and ‘disagree’. The results of this study are expected to serve as a basis for the effective implementation of the auditing system of South Korea in the future, unified Korea.

본 연구는 북한의 대학교재인 󰡔회계학(2007)󰡕의 사례분석을 통해 북한의 정부회계에서 회계검증제도를 고찰하고, 우리나라의 회계감사제도와 비교하여 그 특징을 조명하였다. 북한의 회계검증은 결산의 정확성 확인이 목적이고, 국가의 (재정)정책이행 및 법률위반 여부 등을 확인하는 이행감사의 특성을 갖는다. 또한 회계검증은 검증계획→검증집행→검증총화 단계로 구성되며, 결산서상 수치의 정확성 및 관련 문서의 연계성을 확인하는데 집중되어 있고, 국가에 의해 규제될 뿐 관련 전문가 단체는 조직되어 있지 않다. 회계검증 결과는 ‘사실과 맞지 않다’, ‘부당하다’ 및 ‘의견상이’ 등 3단계 의견으로 제시된다. 본 연구의 결과는 향후 통일된 한국에서 남한의 회계감사제도가 북한 경제부문에 효과적으로 뿌리내리는데 토대가 될 것으로 기대된다.
