The increasing globalization of the economy, environmental interdependence, the information communication revolution, and the increasing permeability of borders have changed the capacity and the role of the nation-state to solve complex global issues. In this vein, the nation-state can be expected to be of lessening relative importance for citizenship. There will be an increasing need to construct citizenship about these issues and reconsider what good citizenship involves in a rapidly changing world. The purpose of this paper is to review critically the ideals of cosmopolitanism and world citizenship that assumes a world state with one sovereignty, and suggest the newly emerging notion of global citizenship instead. The notion of global citizenship need not be at odds with the idea of what we call state citizenship. Such a notion can also promote global awareness and the recognition of the significance of mutual cooperation beyond particular national interests. Accordingly, global citizenship begins with an acceptance of the particular of a nation state and goes beyond national border to be conscious of and responsible for the pending issues in terms of global perspectives.

정보화와 세계화가 가속화되고 인류가 직면한 지구촌 문제가 많아지면서 개별 국가의 경계를 넘어 전 지구적 수준에서 상호 의존과 협력의 필요성이 점차 커지고 있다. 이러한 추세는 국민 국가의 전통적 위상과 국가시민성의 관념에도 변화를 초래하였고, 세계 시민과 세계시민성에 대한 관심을 새롭게 하고 있다. 이러한 상황 속에서 21세기의 시민성은 국가시민성의 주장과 세계시민성의 요구를 다함께 포괄할 수 있는 새로운 관점에서 조망할 필요가 있다. 그것은 무엇보다도 특정 지역과 개별 국가의 특수성을 인정하는 가운데 인류의 보편적 가치를 지향해야 할 것이다. 새로운 시민성은 서구 중심의 세계주의나 하나의 주권을 지닌 세계 공동체에 기초한 세계시민성의 관념보다는 개별 국가의 가치와 존재를 인정하는 가운데 지구적 의식과 책임감을 강조하는 이른바 지구적 시민성의 비전을 제시해야 할 것이다. 지구적 시민성의 관념은 깊은 시민성을 추구하고 국가간 시민성에 주목하는 가운데 그 실현 가능성이 확대될 수 있을 것이다. 깊은 시민성은 자아, 타자, 그리고 세계의 상호 연계성과 상호 의존성을 깨닫고 행위하는 정치적인 삶의 모습 속에서 표현된다. 또한 지구적 시민성의 관념은 개별 국가내의 시민 사회와 이들 사이의 국제적 연대를 통해 국가간 공공 영역과 국가간 시민성이 확장될 때 성취될 수 있을 것이다.
