Our life-world is rapidly becoming complex under the confluence of global, national and local forces and resources. The deepening of globalization causes the global citizenship that is different from the national citizenship to come up. So, what is needed at now is a sincere attempt to re-conceptualize moral education for citizenship. The important aim of moral education for global citizenship in the context of globalization is an educating citizen to be an global citizens who have a multiple identities and are able to promote a culture of peaceful coexistence and an ethic of intergenerational responsibilities. The global ethics is rapidly becoming as much a survival issue as the nuclear threat, environmental degradation, the population crisis, the gap between the have and the have-not and the need for education reform. In shared values for a troubled world, We can commit topological adjustment in the field of moral education the establishment problem of global citizenship identity, the adjustment of educational U-Learning contents by the principle of contextual universal pragmatics, It can be made by contextual topological adjustment of a number of cross-cultural core values to educational field : love, truthfulness, fairness, freedom, unity, tolerance, responsibility and respect for life. The moral education method used by contextual universal pragmatics principle is sometimes recognized delphic. It can be adjusted a number of individuals of high moral influence and sensitivity on the question of what values or sets of values could be identified to form a global code of ethics that would help humanity to deal with the enumerated problems. The principles of contextual universal pragmatics could contribute to meeting a pressing need for shared values, and from which we may build “downward” to the level of goals, plans and tactics. In other words, the educated global citizen will be confident in their own identities and will work to achieve universal values such as peace, solidarity, tolerance, love, human rights and democracy within the local community, at a national level and at a global level. Global ethics needs an integrated perspective and stance that enables deliberation to deal with public and global issues more meaningfully and effectively. In this respect, the most important task of the 8th Curriculum of Moral Education is to develope new educational contents and methods for Global Ethics Education. We can realize public conscience vividly by the contextual universal pragmatics principle to the 8th Curriculum in moral education.

현재 세계는 지구적, 민족-국가적, 지방적 힘과 자원이 급속히 합류되고 있다. 세계화의 심화는 민족-국가적 시민성과는 다른 세계시민성 윤리를 대두시킨다. 따라서 지금 우리에게 요구되는 것은 윤리교육에서 세계윤리 교과과정의 위상의 정립이 절실해졌다. 이는 곧 하버마스의 ‘보편 화용론’ 개념과 스트로슨의 ‘맥락’개념을 횡단 매개한 개념이다. 다시 말하면 세계의 생활세계의 의사소통적 합리성의 구조계기와 전개과정을 설명하려는 하버마스의 ‘보편 화용론’과 스트로슨(Strawson, P.F.)의 특수문화의 다양함과 특수성을 화용하기 위한 맥락보편화용 원리에 근거할 필요가 있다. 이를 통하여 다중정체성과 세계시민성 교육을 효율적으로 구성함에 세계윤리의 도덕교육적 위상정립의 관건이 있다. 세계시민성교육을 위한 도덕교육의 가장 중요한 과제는 다중 정체성을 가지고 평화로운 공존의 문화와 다른 세대들에 대한 책임윤리를 촉진할 수 있는 세계시민을 육성하는 것이다. 세계시민성 교육을 받은 세계시민은 자신의 다중 정체성을 확신하고 지역공동체, 민족-국가, 지구적 차원에서 평화, 연대성, 관용, 사랑, 인권, 민주주의와 같은 보편가치를 실현하기 위해 노력하는 시민을 말하며, 이는 곧 제 8차 도덕교육과정 개편에 반영될 과제이다. 역사적으로 근대 시민성교육에서는 개체존엄성이 부각되고, 탈근대 시민성 교육에서는 다원유기성이 강조된 반면에, 세계윤리에서는 공공양심에 토대를 둔 공공적 문제와 지구공동체 문제들에 대해 보다 의미 있고 효과적으로 다룰 수 있게 하는 통합적 관점과 자세를 절실히 요구한다. 이러한 관점에서 8차 도덕과 교육과정의 가장 중요한 과제는 세계윤리교육을 위한 내용과 방법의 개발하고 그것을 구체적으로 적용하는 것이다. 세계윤리 교과과정의 개편에 즈음하여, 개체존엄성, 다원유기성, 세계시민성을 함께 고려하여 효율적으로 구성하는 것이 필요하다. 세계윤리 교육내용의 여러 영역 가운데 본고에서는 맥락보편화용방법의 접근의 범례로서 세계윤리의 출발점이 되는 종교윤리와 생명윤리의 화용을 중점적으로 다루게 된다.
