Public support for prosecution reform is higher than ever. It seems as if there is a strong will of the president. However, it is difficult to exclude doubts as to whether prosecution reform will work properly. Especially so is the case of prosecutors‐police investigative power adjustment as one of the prosecution reform measures. It is hard to overlook that there is a difference in perceptions of the need for prosecution reform among other factors. So where does this difference come from? The study begins with an attempt to find an answer to this question. However, in this study, we sought to find the differences in perceptions of prosecutors‐police investigative power adjustment between so‐called conservative and progressive perspectives. To examine this, we analyzed the semantic network in the newspaper articles on prosecution reform and examined what these analyzes suggest. In addition, as one of the prosecution reform measures, this study attempted to briefly review prosecutors‐police investigative power adjustment.

검찰개혁에 대한 국민의 관심과 지지는 그 어느 때보다 높다. 또한 대통령의 강한 의지도 느껴진다. 그러나 검찰개혁이 과연 제대로 이루어질 것인가에 대한 의구심을 배제하기는 어렵다. 특히 검찰개혁 방안의 하나로서 검경 수사권 조정의 문제의 경우 더욱 그러하다. 여기에는 여러 원인 중에서 무엇보다도 검찰개혁의 필요성에 대한 인 식에 차이가 있다는 점을 간과하기 어렵다. 그렇다면 이러한 차이는 어디에서 비롯되 는가? 이 연구는 이 물음에 대한 답을 찾고자 하는데서 출발한다. 다만, 이 연구에서 는 검경 수사권 조정에 대한 인식의 차이를 이른바 보수적인 시각과 진보적인 시각 간에서 찾고자 하였다. 이를 살펴보기 위하여 검찰개혁에 관한 신문기사에 나타난 언어 네트워크(Semantic Network)를 분석하고, 이러한 분석이 시사하는 바를 알아보았다. 또한 검찰개혁 방안의 하나로서 검경 수사권 조정에 대해 간략히 살펴보고자 하였다.
