The purpose of this study is to analyze the status of the tourism police system belonging to the Jeju Autonomous Police Department, which was introduced on July 1, 2006 and celebrated its 11th anniversary in 2017, and to present future - oriented proposals for future institutional development. Jeju Special Law was enacted during the Roh Moo-hyun administration, and the Jeju Special Self-Governing Province granted foreigners the right to enter the country without a visa and granted permanent residence rights to investors over 500 million won. A large number of foreigners entered the area, and a Chinese tourist who was worshiping at the church was random murdered, and a newly established tourist police department was established in the Jeju autonomous police department. 본 연구는 2006년 7월 1일 도입되어 2017년에 11주년을 맞이한 제주자치경찰단 소 속의 관광경찰제에 대한 현황을 분석하고 향후 제도적 발전을 위한 미래지향적 제언 을 내놓는데 목적이 있다. 노무현 참여정부 시절 일명 제주특별법이 제정되었고, 이 에 따라 제주특별자치도는 외국인에게 비자없이 입국을 허용했으며 5억원 이상 투자 자에 대해 영주권을 부여했다. 제주관광경찰과가 출범하게 된 결정적인 계기는 제주 를 찾은 중국인 관광객으로 부터 성당에서 홀로 기도하던 김모씨가 묻지마 살해를 당하는 사건이었다. 이를 계기로 제주자치경찰단은 관광경찰과를 새로 설치했으며 소 속 관광경찰관들이 관광객을 상대로 관련 범죄예방 순찰은 물론 치안서비스를 동시 에 담당하게 되었다. 본 관광경찰과 소속의 관광경찰대는 2016년 2월에 출범하여 2017년 9월 현재 19개월의 역사를 가지고 있으며 인력과 예산이 별도로 마련되지 않 은 채 기존 자치경찰의 직무차원에서 유지되고 있다. 그동안 관광치안과 관련해 많은 성과도 보여주고 있다. 본 연구에서는 제주관광경찰제의 문제점과 성과를 함께 분석 하고 향후 발전방안을 위한 미래지향적 제언으로 첫째, 제주관광경찰관 인력의 확대, 둘째, 제주관광경찰의 특성화를 위한 예산 확대, 셋째, 제주관광경찰의 직무교육 확 대, 넷째, 제주관광경찰의 차별화 및 상징화 부각, 다섯째, 제주관광경찰의 홈페이지 를 통한 관광객의 치안안내서비스 제공이 필요하다는 점을 제시했다.
